Inhalt: Die Gleichstellung von Frauen und homosexuellen Personen ist ein guter Seismograph für die generelle Gleichwertigkeit und akzeptierte Vielfältigkeit einer Gesellschaft, eng verknüpft mit anderen Erscheinungsformen von Ungleichwertigkeit wie ethnischem Rassismus, Antisemitismus und der Abwertung von Muslimen. Es ist kein Zufall, dass sich derzeit gerade am Thema Gender die Gemüter erhitzen wie sonst an kaum einem anderen mit Ausnahme vielleicht des Themas Islam. Rechtspopulistische Akteur_innen wissen und nutzen dies zur Emotionalisierung von Debatten und zwar in beide Richtungen: Während einerseits Anstrengungen zur Gleichstellung verhöhnt und diskreditiert werden, wird andererseits der Verweis auf mangelnde Gleichwertigkeit von Frauen und homosexuellen Personen (und übrigens auch der Antisemitismus-Vorwurf) allein unter Muslim_innen genutzt, um Emotionen gegen Muslime weiter zu schüren, die als Feindbild derzeit besonders im Fokus stehen. Der Beitrag berichtet über Befunde aus der repräsentativen Mitte-Studie 2016 der Friedrich-Ebert-Stiftung zu rechtspopulistischen Einstellungen in der Bevölkerung mit einem besonderen Blick auf Frauen. Deutlich wird: Während offene Formen der Abwertung in den vergangenen Jahren kontinuierlich rückläufig sind, sind subtilere Formen nach wie vor virulent und es zeigt sich eine deutliche Polarisierung der Einstellungen. Wer rechtspopulistischen Einstellungen zustimmt, neigt auch eher zu traditionell sexistischen, homophoben, rassistischen und klassisch antisemitischen Einstellungen. Hierfür spielen vor allem Gefühle relativer Deprivation und kollektiver Bedrohung eine Rolle, die gezielt von rechtspopulistischen Akteur_innen angeheizt werden. Die Karte der Gleichwertigkeit wird, so die These, dann gespielt, wenn es nützlich erscheint, während gleichzeitig ein reaktionär-konservativer Backlash vorangetrieben wird und zwar keineswegs nur von Männern, sondern auch von Frauen. Dahinter steht der Versuch, 'hinter sich die Tür zu schließen', also die eigene Akzeptanz über die Abwertung anderer zu erhöhen. Den 'wütenden weißen Männern' und ihren Ehefrauen (und vielen anderen) scheint es dabei keineswegs um die Gleichwertigkeit aller zu gehen, sondern um die Absicherung des eigenen, gruppenbasierten Status.
Inhalt: The equality of women and LSBTQ-persons is a good seismograph for the general equality and the acceptance of diversity within a society, as it is strongly connected with other forms of inequalities like ethnic racism, antisemitism and the devaluation of Muslims. It is no surprise that currently the topic gender is particular able to heat up minds like hardly any other topic except for maybe the topic Islam. Right-wing-populist players know and use this to emotionalize debates in both directions: While on the one hand they mock and discredit efforts to reach more equality, on the other hand the reference to deficits of equality of women and homosexual persons (and also to anti-Semitism) pointing solely towards Muslims is used to heat up emotions against Muslims who are currently particulary targeted as enemy image. The paper reports about findings from the "Mitte-Studie 2016" by the Friedrich-Ebert-Foundation on right-wing-populist attitudes in Germany’s population with a particular perspective on women. Results show: While blatant forms of devaluation have decreased continuously during the last years, subtle forms are still virulent as well as there is a clear polarization of attitudes in the population. Those who agree on right-wing attitudes, also tend to traditional sexist, homophobic, racist and classic anti-Semitic attitudes. Here, feelings of relative deprivation and collective threat play an important role that right-wing-populist players heat up strategically. The card of equality is played, when it seems to be useful, while at the same time an unprogressive-conservative backlash is pushed further, not only from men but also from women. This assists the purpose to 'close the door' behind themselves, which means to increase one’s own acceptance through the devaluation of others. The 'angry white men' and their wives (any many others) do not seem to be interested in general equality, but in manifesting their own group-based status position.

Inhalt: Der Artikel beschäftigt sich mit deutschen und europäischen rechtspopulistischen Vorstellungen von Geschlechterregimen. Aufgefunden wird dabei ein paradoxes Ineinandergreifen von traditionellen und modernen Elementen. Modernität entsteht durch eine auffällige Häufung weiblicher Führungspersönlichkeiten und durch einen abendländischen 'Sexuellen Exzeptionalismus' gegenüber angenommener Rückständigkeit muslimischer Migrant_innen. Traditionalität wird verpackt in Sprachpolitiken wie eingeforderter Wertschätzung von 'Vollzeitmutterschaft' oder Erzählungen von 'freier Wahl'. Eine demokratische Gleichheit der Geschlechter wird gefährdet durch ein Konzept 'natürlicher' Unterschiede, das weiterhin auf geschlechtsspezifischer Arbeitsteilung basiert.
Inhalt: The article deals with ideas of gender regimes in German and European right-wing populist concepts. What will be seen is a paradoxical entanglement of traditional and modern elements. An interestingly great number of female leaders is one of the modern elements as well as a kind of occidental 'sexual exceptionalism' produced by the comparison with allegedly sexually 'backward' Muslim migrants. Traditional elements are concealed via language politics such as calling stay at home moms ‘full time mothers’ and narratives of free choice. In this respect, any true equality of the sexes in right-wing populisms is endangered by concepts of 'separate but equal' still founded on gender-based division of labor.

Disentangling and Locating the "Global Right": Anti-Gender Campaigns in Europe

Inhalt: This article examines the development of campaigns against "gender ideology" in Europe, leading to the emergence of a specific family of mobilizations that we call anti-gender campaigns. These campaigns, started in the mid-1990s as a Catholic project in reaction to the results of the UN conferences of Cairo and Bejing, but developed significantly in several European countries after crucial encounters with right-wing populism. While recognizing the importance of these crossovers, we contend the interpretation that mobilizations against "gender ideology" and right-wing populism are the two faces of the same coin, and we plead for a more complex understanding of the ways in which distinct - and sometimes competing - projects can converge in specific settings. We argue that research on the "Global Right Wing" should therefore disentangle the various components of this phenomenon, and locate them in concrete settings. We show that this research strategy allows us to better grasp the specificities of each project and the ways in which they interact. Opening our eyes on crucial developments in contemporary Europe, this strategy also prevents researchers from falling into the trap of a global and unqualified backlash against everything achieved in terms of gender and sexuality in the last decades.

Inhalt: The present work aims to analyze evidences of new identity procedures in Brazilian Pentecostalism, increasingly interpenetrated into the mediatization logics. Among the new procedures, the cyber Pentecostals assert themselves or establish themselves in the digital medias with a sense of an activist citizenship. Since it is a procedure that almost always seems to be autonomous and independent of institutional regulation, it also reaches the no churched: Pentecostals who left the temples for several reasons. For this analysis, we based ourselves in notions developed in the Latin current of Mediatization Studies, especially the works Eliseo Véron, Fausto Neto, Pedro Gomes and Luiz Braga. The corpus under analysis in the present article consist of posts of EIG (Evangélicas pela Igualdade de Gênero), a movement formed by/for women since 2015, mainly Pentecostals, aiming to promote discussions about the violence against woman.

Inhalt: "Since the US invasion in 2003, Iraq has faced multiple outbreaks of violent conflicts. In that context, feminist authors have stressed the extremely difficult situation of women in an Iraqi society that is undergoing transformation. Despite the difficulties that women are facing, they are actively engaging in change and the transformation of gender relations through NGO activism. As women feel that their situation is closely connected to issues that affect Iraqi society as a whole, strategies for changing gender relations are therefore embedded within broader concepts of social change. An empirical analysis of my own field research conducted in Iraq reveals that ideas about change are strongly influenced by the social positionality of women (in particular gender, nationality and class). Inhalt: "Political representation aims at bringing about and implementing politically binding decisions. In doing so, elected parliamentarians consider the electorate's interests. In most parliaments, however, women are underrepresented. Thus, the question is whether and how women's interests are taken into account in politics. In our article, we ask how women's substantive representation - i.e. when women act for women - translate into power in the sense of the adoption of policies that reflect women's interests. We argue that it is necessary to focus on policy outputs in order to make claims about the scope and impact of women's substantive representation. First, we discuss the literature on women's interests. Then, we engage in the scholarship on women’s substantive representation in two political arenas: the legislative and the executive. We conclude by proposing several avenues for future research, pointing in particular to the need to advance the scholarship on women's substantive representation in the executive." Decolonial perspectives on charitable spaces of "welcome culture" in Germany

Inhalt: This article focusses on the relationships between volunteers and refugees in the German "welcome culture". I highlight the continuities between historical and colonial notions of feminine charity and contemporary volunteering efforts in support of refugees in Germany. The "welcome culture" is conceived here as a charitable space that is historically sedimented by specific understandings of gender, racial and class difference. In particular, the difference between the modern emancipated female volunteer and the female oppressed refugee plays a central role. The question of female self-determination, then, becomes an important social arena in the German "welcome culture", through which the rate and terms of participation of refugees in social life are negotiated. Thus I draw on decolonial thought as well as theoretical insights from post-development scholarship and critical studies of humanitarianism in order to consider the multitemporal and transnational character of current "welcome culture" as well as to gain a better understanding of the entailed power relations. These are more contingent than might first appear. Presenting findings from my ongoing fieldwork I conclude that the notion of "welcome culture" allows for the emergence of new forms of sociality.

“I Don’t Want to Limit Myself to Binary Thinking”: an Interview With the Indonesian Artist Arahmaiani

Inhalt: Arahmaiani is one of the best known contemporary Indonesian women artists. Her works, performances, and installations have been exhibited at 7 biennials and in a total of 29 countries. She has taught at universities in Australia, China, Indonesia, Germany, the United States, and the Netherlands. Arahmaiani is a politically committed artist. In her works, she addresses the reduction of human beings to consumers, which is on the rise all over the globe, as well as the discrimination against people on the grounds of gender, religion, and ethnicity. While the phenomena addressed in her art are always of a global nature, the majority of her works deal with cultural, social, and political realities of Indonesia. She views these as being threatened by an increasing politicization and essentialization of Islam, whose protagonists supplant the country’s diverse ethnic, linguistic, and religious heritage with a purely Islamic interpretation of the Indonesian past. In this interview, conducted by Gunnar Stange in December 2016, Arahmaiani elaborates on the main themes she addresses in her art works as well as on current political, social, and environmental challenges in Indonesia.

Dieser Beitrag markiert Gemeinsamkeiten und Unterschiede der Bewegungen in Bezug auf Bildung. Für beide Bewegungen ist Bildung, so die Autorin, ein Politikum. Bildungsprozesse in frauenbewegten Kontexten kennzeichnet sie als "spezifische Grenz-Erfahrungen", und die Auseinandersetzung mit diesen Grenzen dauere auch heute noch an.
