Inhalt: The concept of research excellence, as defined and practised in the current research landscape, has been shown to be problematic for gender equality. This interview study examines how the concept of excellence is perceived among researchers in two national contexts, Sweden and Germany. The findings show that the perception of what excellence is, and how it can be achieved, differs between the two countries. In Germany, the concept was perceived as positive, while researchers in Sweden were more critical of it. In both countries, however, excellence in research was related to different constructions of masculinity. One of these, prioritising work above other life concerns, was also discussed differently in the two countries. Most German interviewees cherished an all hours’ culture, while most Swedish interviewees advocated a more balanced life. In both countries, becoming ‘excellent’ was seen as requiring the practice of both traditional academic and a new kind of business-like entrepreneurial masculinity. This impedes female researchers’ career paths. The Swedish researchers, however, seemed to live in a more permissive research environment, in which different ways of being an excellent academic were possible.

The Power of Collegiality : A Qualitative Analysis of University Presidents‘ Leadership in Germany

Inhalt: Nadja Bieletzki explores how university presidents lead universities. She provides insights into the upper echelons of higher education management and focuses especially on university presidents in Germany. Special attention is given to the career background of university presidents and the way they conduct reform projects. Based on the results from semi-structured expert interviews and their qualitative analysis, the author shows that university presidents do not use all their formal power although their position has been strengthened by law. This can be explained by the collegial characteristics of universities, which drive and restrict presidential actions. Europe's New Scientific Elite : Social mechanisms of science in the european research area

Steering by Evaluation in Times of Impact Orientation and Monitoring?

Inhalt: Gender equality is a goal of German and Austrian higher education policy, which is currently being shaped by decentralised policy implementation and a distinct orientation on impact. In this article, we discuss the contribution that evaluation can make to the interplay between the two. In doing so, we draw on the evaluations of two gender equality policies aimed at increasing the share of women professors. Using these two examples, we demonstrate the role that evaluation can play with regard to policy steering in a setting characterised by decentralised policy implementation and impact orientation. Our focus thereby lies not just on the use of evaluation results by the commissioning bodies but also on the acceptance and use of evaluations and their associated instruments (e.g. indicators) by the higher education institutions themselves, thereby allowing evaluation to contribute to a general discourse on gender equality politics.

Excellence as a Gender-Biased Concept and Effects of the Linking of Excellence with Gender Equality

Inhalt: This paper focuses on the subjectivity of evaluations of excellence in promotion and hiring processes in academia and on the accompanying factors for successful careers in Science and Technology (S&T) disciplines. Against the background of the disproportionately low rate of appointments of female scientists to professorships in Germany, the article analyses how the demands of gender equality and the concept of excellence are negotiated at a German university that was successful in the German Excellence Initiative. The implementation of the excellence process was accompanied by a discourse of linking excellence with gender equality. This article draws on qualitative data from interviews with researchers at different levels of their scientific careers. It can be shown that researchers, regardless of their scientific experience, perceive equity measures in appointment procedures as undermining the meritocratic principle. Rather, most of them think that societal conditions outside the scientific system are responsible for the underrepresentation of women in professorships and other top positions in academia.

Max Planck Society, at a crossroads, seeks new leaders

Inhalt: The Max Planck Society (MPG) is Germany's powerhouse when it comes to basic research, with an annual budget of €1.8 billion and 18 Nobel Prizes since it was founded in 1948. But between now and 2030, about 200 of the 300 director posts at the 84 MPG institutes will become vacant. The flood of retirements is a chance to hire more women and open up entirely new fields of research. But finding more female directors is a challenge as institutions around the world compete for top talent. And some researchers argue that MPG's independent institutes are outdated and the society should work much more closely with universities.
