In-depth studies of the 13 GENDER-NET Plus countries are complemented by the analysis of aggregated data from the Gender Gap Index, and, for the European countries, data from Eurostat and She Figures. Inhalt: What is grey literature? It is literature produced by non-commercial publishers, such as public institutions, universities, research institutes and civil society. It contains a lot of useful content, but is often hard to find as it is scattered across different locations. EIGE has collected grey literature on gender equality and you can access our collection through a simple search interface. EIGE's collection of grey literature is available in several EU languages and documents come from all EU Member States. EIGE's library hosts one of the largest collections on gender-related literature related to research. The collection presents good practices of current policies throughout Europe as well as gender indicators aimed at assessing gender equality in research. Several resources focus on the ways in which the EU has mainstreamed gender into policy processes for research. You will also find research reports and statistical documents providing data on key gender issues related to research.

Policy evaluation and gender mainstreaming in the European Union: the perfect (mis)match?

Inhalt: This article assesses the ability of the European Commission’s current approach to policy evaluation to evaluate gender mainstreaming and, in turn, other cross-cutting social agendas (Articles 8–10 TFEU). Taking European Union research policy as a case study, through our analysis, we reveal mismatches between current evaluation standards adopted within the Better Regulation framework and requirements for effectively assessing progress towards cross-cutting social objectives, such as gender equality. The article concludes with a series of recommendations to overcome the identified shortcomings. Our analysis constitutes a key contribution to the development of feminist scholarship on the post-implementation phase of the policy process.

Feminist framing of Europeanisation : Gender equality policies in Turkey and the EU

Inhalt: This book explores the Europeanisation of gender policies and addresses some of the challenges of the debates surrounding the EU's impact on domestic politics. Using Turkey as a case study, it illustrates that Europeanisation needs a feminist agenda and perspective. The first part of the book critically engages with the literature on Europeanisation, the EU's gender policies and gender policymaking, and the interaction between Europeanisation and gender policies to argue that the Europeanisation framework falls short in devising sustainable gender policies due to a lack of feminist rationale and theory.
Inhalt: The title of this volume captures a central question in contemporary Gender Studies and Sociology. It has, in different ways, preoccupied the researchers who contribute to this special volume for many years. Multi-Level State Interventions and Gender Equality in Higher Education Institutions: The Irish Case

Inhalt: Much of the work on gender equality in higher educational institutions (HEIs) has concentrated on the organizational level. The original contribution of this article lies in its focus on state policy developments and interventions. We focus on Ireland as a specific national context, highlighting multi-level state interventions and looking at their impact on HEIs. Using secondary data analysis (including documentary analysis) and focusing particularly on the period since 2014, state initiatives to tackle the problem of gender inequality from various angles are outlined. They include the introduction of Athena SWAN; the Expert Group Review; the Gender Equality Taskforce; the Senior Academic Leadership Initiative; research funding agency initiatives and those around sexual harassment. In evaluating their impact, we look at the gender pay gap, the gender profile of the professoriate and senior management as well as other indicators of cultural change in HEIs. The article concludes that the best possibility of leveraging change arises when it is driven at the state (macro); the HEI (meso) and the situational (micro) level simultaneously, by gender competent leaders willing to tackle the historically male dominated, masculinist criteria, procedures, processes and micropolitical practices that are "normalized" in HEIs.
Gleichstellungspläne : Wirksame Instrumente der Hochschulsteuerung auf dem Weg zu mehr Exzellenz

Inhalt: Mit dem Ziel, die Wettbewerbsfähigkeit durch wissenschaftliche Exzellenz im Europäischen Forschungsraum zu stärken, werden im Rahmen des EU-Programms Horizon 2020 länderübergreifende Projektkonsortien gefördert, die für die beteiligten Standorte Gleichstellungspläne entwickeln und einführen. An deutschen Hochschulen gelten Gleichstellungspläne als tradierte Instrumente und rechtliche Basis der Gleichstellungsarbeit. Dies ist jedoch nicht in allen europäischen Hochschulsystemen der Fall. In diesem Beitrag wird der Vorschlag der Europäischen Kommission zur Konzeptualisierung und Implementierung von Gleichstellungsplänen vorgestellt und gezeigt, wie Baltic Gender, ein Konsortium aus acht Einrichtungen im Ostseeraum mit meereswissenschaftlichem Schwerpunkt, diesen genutzt hat. Aus den bisherigen Erkenntnissen werden Bedingungen abgeleitet, unter denen Gleichstellungspläne ihre Wirksamkeit als Steuerungsinstrumente entfalten und dargestellt, wie sie zur Forschungsexzellenz beitragen können.
Gender equality regimes and evaluation regimes in Europe and their implications for policy design and evaluation

Inhalt: Purpose
This article starts from the assumption that it is important for the evaluation of gender equality interventions in RTDI (Research, Technology Development and Innovation) to consider its context regarding gender equality regime and evaluation culture because this context does influence effects and long term impacts of such activities. It aims to provide key characteristics for the differentiation of gender equality regimes and evaluation regimes to be considered when designing policy interventions or evaluating specific gender equality interventions in RTDI.
Design/methodology/approach
After a literature review of relevant typologies for welfare state and gender equality regimes, it was analysed to which extent the seven EFFORTI countries correspond to certain typologies based on the data basis of the context research performed in the EFFORTI project. For this context research, international/national and qualitative/quantitative data regarding the relevant framework conditions were firstly collected for each of the EFFORTI countries and secondly compared in a cross-country analysis.
Findings
The research showed that when it comes to gender equality policies, most EFFORTI countries can either be assigned to the Social-Democratic category or Conservative Equal Employment Regime category in the typology of von Wahl (2005), with the latter type tending to provide less favourable conditions for women in the general labour market as well as women in RTDI (e.g. overtime culture). In how far these different types of context can have an impact on the evaluation of interventions can be exemplarily illustrated using case studies carried out as part of EFFORTI. Connecting the typologies for gender equality policy with evaluation regimes has not proved fruitful, as the two discourses have only begun to converge in recent years. The evaluation regimes and cultures of the respective countries have therefore been described independently. However, it was shown that countries with more expertise in certain areas (e.g. gender, evaluations) developed more routinized and institutionalised procedures in the respective field.
Originality/value
Considering the different framework conditions is relevant when it comes to evaluation as different national contexts might require different policy and designs of activities, but might also shape the interventions’ effects. This article therefore aims to provide support in this regard for future evaluations of gender policies.
Context matters: Problematizing the policy‐practice interface in the enactment of gender equality action plans in universities

Inhalt: This study argues for recognition of the constitutive role of context in shaping the dynamics of the policy‐practice interface in the field of gender equality in universities. Using a comparative and reflective case‐study approach, we draw on our experiences, as action‐researchers, of developing and implementing Gender Equality Action Plans (GEAPs) in four universities in four different European countries and we explore the role of national and local context in the mediation and translation of the GEAP model. Drawing on the concepts of gendered organizations, dialogic organizational change, and policy mobilities, we argue for the need to be critical of approaches to gender equality in higher education (HE) that presume policy measures and good practice models transfer unproblematically to different HE organizations in different international contexts; instead, we draw attention to the contingent ways in which uneven gender relations articulate and manifest in different contexts, shaping possibilities for, and obstacles to, gender equality intervention. Thus, we argue that context plays a crucial constitutive role in the interpretation, enactment, and impact of gender equality policy in HE.
