Gender issues : women's participation in the sciences has increased, but agencies need to do more to ensure compliance with title IX

Inhalt: "Because of concerns about women's access to opportunities in the sciences, this report addresses: how the Department of Education (Education), Department of Energy (Energy), National Aeronautics and Space Administration (NASA), and National Science Foundation (NSF) ensure that federal grant recipient institutions comply with Title IX in math, engineering, and science; what data show about women's participation in these fields; and what promising practices exist to promote their participation. Researchers reviewed legislation and regulations to identify all areas of compliance relevant to each federal agency; interviewed officials at each agency; gathered documentation to identify agency activities to ensure compliance with Title IX; analyzed data from the Office of Civil Rights and the Equal Employment Opportunity Commission; gathered data and interviewed officials at the Department of Justice; visited seven research universities to interview officials, students, and faculty; analyzed national data from Education and NSF on women's participation and experiences in the sciences; reviewed literature about women in the sciences and challenges to preparing for and pursuing careers in the sciences; spoke with students and practitioners about promising practices to promote women's participation; reviewed documentation on how data were collected and performed electronic tests to look for missing or out-of-range values; and reviewed the methodology of studies and reports using generally accepted social sciences principles as the basis for understanding results. The four agencies had made efforts to ensure that grantees complied with Title IX in the sciences by performing several compliance activities (e.g., investigating complaints and providing technical assistance), although most had not conducted all required monitoring activities. Women's participation in the sciences has increased substantially in the last 3 decades, especially in the life sciences, such as biology. The proportion of women science students has grown, but to a lesser extent at the graduate level than the undergraduate level. Meanwhile, the proportion of faculty in the sciences who are women has also increased, but they still lag behind men faculty in terms of salary and rank. However, studies indicate that experience, work patterns, and education levels can largely explain these differences. Studies also suggest that discrimination may still affect women's choices and professional progress. Several examples of agencies and grantees that have instituted practices designed to foster greater women's participation in the sciences were found. While some of the practices are aimed at encouraging more women to pursue the sciences, others provide time off and fewer teaching duties so faculty can balance work and family life. Finally, a few practices seek to expand the recruiting pool for jobs in the sciences and make them more attractive to women. Seven appendixes include: study objectives, scope, and methodology; national laboratories and technical centers; legal events and cases involving Title IX; mathematics, engineering, and science grant programs funded by the four agencies; comparison of enrollment status; comparison of enrollment and degrees earned; and comments from Education." Die Kernthese des Betrags besagt, dass die methodologische Anwendung eines ANT-Ansatzes in Verbindung mit geschlechtsspezifischen Aspekten in technologieorientierten Kursen die Neugier auf Technologie in der Schule fördern und als Schritt zur Verwirklichung von Chancengleichheit dienen kann. Along with a summary of the project Roberta and its scientific escort project, the design of this research, the theoretical and the methodological approach are briefly described. Besides specific ANT- and gender-oriented research questions, different aspects of qualitatively surveyed data from some Roberta courses are brought up and wrapped to different subtopics. Inhalt: Die Behandlung von Studentinnen als Studierende zweiter Klasse ist, so die Verfasserin, im Lehr-/ Lernprozess selten offensichtlich. Wird der Blick jedoch auf Handlungsstrukturen oder Routinen gerichtet, werden diese analysiert und dabei auch überprüft, wann und bei welchen Personen Routinen außer Kraft gesetzt werden, dann wird deutlich, dass die Leistung und Fachkompetenz von Studentinnen immer wieder ignoriert, nicht erwähnt und damit auch abgewertet wird, und dass Leistung und Fachkompetenz Studenten immer wieder zugeschrieben wird. Durch die Analyse der Kontexte wird verdeutlicht, dass die Kompetenzzuschreibung ohne inhaltliche Begründung erfolgt oder sogar ohne jeglichen inhaltlichen Bezug stattfindet. Es sind vielfältige rhetorische Mittel und Interaktionsmuster, die eine Assoziation von Fachkompetenz mit Personen männlichen Geschlechts herstellen und eine Assoziation von Fachkompetenz mit Personen weiblichen Geschlechts nicht zulassen oder aktiv verhindern. Diese Mechanismen führen immer dazu, dass den Studenten in den Lehr-/Lernsituationen mehr Bedeutung zugeschrieben wird als Studentinnen und dass fachliche Kompetenz und fachliche Leistung immer wieder mit Personen des männlichen Geschlechts assoziiert wird. Mit den identifizierten Mechanismen wird auf der interaktiven und symbolischen Ebene wiederkehrend die gleiche Botschaft vermittelt: die fachliche Kompetenz ist mit dem männlichen Geschlecht assoziiert. Studenten sind wichtiger und fähiger als Studentinnen. Inhalt: Die Autorin geht der Frage nach, in welchem Kontext das Geschlecht heute - etwa im Unterschied zum Beginn des 20. Jahrhunderts - überhaupt einen karriererelevanten Faktor in den Berufsverläufen von Wissenschaftlerinnen darstellt. Sie untersucht diese Frage im Rahmen des disziplinspezifischen Arbeitssystems der Biologie, wozu sie die Karriereerfahrungen von Wissenschaftlerinnen verschiedener Fachgebiete in der Biologie vorstellt. In qualitativen Interviews wurden Biologinnen aus drei Alterskohorten und vier Subdisziplinen auf ihre Wissenschaftlerinnenkarrieren hin befragt. Gegenstand der Interviews waren der Karriereverlauf und die individuellen Karrierechancen sowie die Karrieremuster bzw. -formen des jeweiligen Fachgebietes. Die Auswertung der Interviews orientiert sich an den Kategorien des Arbeitssystems Wissenschaft und untersucht die Aspekte Publikation, Positionen und Vereinbarkeit von Familie und Beruf. Die Darstellung orientiert sich an den Aussagen der Wissenschaftlerinnen, die als Kommunikation über Selbstselektion und Karrieremöglichkeiten aufgefasst werden. (ICI2)

Key barriers for academic institutions seeking to retain female scientists and engineers : family-unfriendly policies, low numbers, stereotypes, and harassment

Inhalt: "At the end of a special meeting held at the Massachusetts Institute of Technology in January 2001, a statement released on behalf of the most prestigious U.S. research universities suggested that institutional barriers have prevented women from having a level playing field in science and engineering. In 2001, the National Science Foundation initiated a new awards program, ADVANCE, focusing on institutional rather than individual solutions to empower women to participate fully in science and technology. In this study, the authors evaluate survey responses from almost 400 Professional Opportunities for Women in Research and Education awardees from fiscal years 1997 to 2000 to elucidate problems and opportunities identified by female scientists and engineers. Besides other issues, the respondents identified balancing a career and a family as the most significant challenge facing female scientists and engineers today. Institutions must seek to remove or at least lower these and other harriers to attract and retain female scientists and engineers. Grouping the survey responses into four categories forms the basis for four corresponding policy areas, which could be addressed at the institutional level to mitigate the difficulties and challenges currently experienced by female scientists and engineers."
