Mehr Geschlechtergerechtigkeit? Zur Frauenquote in Afrika

als erste Frau zur Kommissionsvorsitzenden der Afrikanischen Union gewählt worden.
Die notwendige Zweidrittelmehrheit erreichte sie erst im vierten Wahlgang, was einen
erbitterten Machtkampf hinter den Kulissen offenbart.
Die in den vergangenen 50 Jahren vielerorts in Afrika südlich der Sahara eingeführten
Genderquoten waren im Hinblick auf den Zugang von Frauen zu politischen Positionen
sehr erfolgreich. In Afrika wird jedoch debattiert, ob diese Quoten neben der rein
zahlenmäßig stärkeren Repräsentation von Frauen auch zu mehr Einfluss auf politische
Entscheidungsprozesse und zu einer Veränderung der gesellschaftlichen Machtverhältnisse
zwischen Männern und Frauen geführt haben.
Die Quotenergebnisse sind nominell eindrucksvoll: Waren im Jahr 1960 nur 1 Prozent
der politischen Vertreter Afrikas Frauen, lag ihr Anteil im Jahr 2009 bei fast
20 Prozent – nur geringfügig niedriger als in Europa.
Dies zeigt aber nur einen allgemeinen Trend. Es gibt gravierende Unterschiede,
nicht nur zwischen verschiedenen Ländern Afrikas, sondern auch innerhalb von
Staaten. Selbst in Ländern, in denen Frauen große Fortschritte bei der politischen Repräsentation
erzielen konnten, hat dies die gesellschaftliche Situation der Mehrheit
der Frauen nicht verbessert (Südafrika), sondern nur zu einer Scheinbeteiligung von
Frauen geführt, wie Feministinnen vor Ort kritisieren (Uganda).
Allerdings haben die Quoten zumindest zu einer größeren Sichtbarkeit und partiell
auch zu mehr Einfluss von Frauen in Politik und Gesellschaft Afrikas geführt. Zudem
beginnen sich in einigen Ländern patriarchalisch geprägte staatliche Institutionen
schrittweise zu verändern.

Inhalt: Gegenwärtig stehen drei Frauen als Präsidentinnen an der Spitze lateinamerikanischer
Staaten: Cristina Fernández de Kirchner in Argentinien (2011 wiedergewählt), Laura
Chinchilla in Costa Rica (seit 2010) und Dilma Rousseff in Brasilien (seit 2011). Frauen gewinnen in der Politik in Lateinamerika immer mehr Präsenz. Neben den genannten wurden in der jüngeren Vergangenheit noch drei weitere Frauen ins Präsidentenamt gewählt: Violeta Barrios de Chamorro in Nicaragua (1990-1997), Mireya Moscoso de Arias in Panama (1999-2004) und Michelle Bachelet in Chile (2006-2010). Zahlreiche andere Frauen kandidierten chancenreich. In den Parlamenten konnten Frauen dank Geschlechterquoten innerhalb sehr kurzer Zeit viele Mandate erringen. Dennoch sind Frauen von der Ausübung realer politischer Macht noch weit entfernt. Innerhalb lateinamerikanischer Parlamente arbeiten Frauen vor allem daran, frauenpolitische Themen zu vertreten. Trotz stärkerer Präsenz wird die substanzielle Repräsentation von Frauen in Lateinamerika durch ein parlamentarisches Umfeld behindert, das für Frauen den Zugang zu wirklicher politischer Macht blockiert. Weibliche Abgeordnete sind nur selten in Führungspositionen in legislativen Kammern und ebenso wenig im Vorstand von mächtigen und traditionell als der "männlichen" Domäne zugeordneten Ausschüssen zu finden. In der lateinamerikanischen Gesellschaft nehmen Frauen und Männer sowohl die Wahlgesetze zur Förderung von Frauen als auch die Präsenz von Frauen in Parlamenten und das Durchsetzen frauenpolitischer Anliegen als positiv wahr. Die Repräsentation von Frauen führt zudem zu einer größeren Akzeptanz der repräsentativen Demokratie. Zwischen den einzelnen Ländern in Lateinamerika gibt es bezüglich des Frauenanteils in der Politik große Unterschiede. Allerdings ist in allen lateinamerikanischen Demokratien zumindest ein geringer Anstieg der Anzahl weiblicher Abgeordneter zu verzeichnen, und viele Länder haben den Frauenanteil in ihren Parlamenten substanziell verbessert.

Religion and the gender vote gap: women's changed political preferences from the 1970s to 2010

Inhalt: "For many years women tended to vote more conservative than men (the ‘old’ gender vote gap), but since the 1980s this gap in many countries has shifted direction: now women in many countries are more likely to support left parties than men of the same age, in the same income bracket, and at the same educational level (the ‘new’ gender vote gap). The literature largely agrees on a set of political-economic factors explaining the change in women’s political orientation: changed employment patterns, women’s higher educational achievements, and higher divorce rates. These trends turned women into supporters of generous social programs that promise to ‘de-familialize’ services formerly provided privately within the family. In this paper, we demonstrate that these conventional political-economic factors fall short in explaining the old gender vote gap. We may therefore also harbor doubts whether they provide us with a full story for the new gender vote gap. Instead, we highlight the importance of religion for the gendered pattern of voting behavior that we observe. We argue that where vote choice expressed preferences on a non-economic, i.e. mainly religious issue dimension, parties in the past could afford – at least to some extent – ignoring voters’ socio-economic interests. Given that surveys show us a constantly higher degree of religiosity among women and a relatively persistent and strong impact of religion on vote choice, religion can indeed, we argue, explain a substantial part of the old and new gender vote gap." Der Gender Pension Gap: eine kritische Betrachtung

Inhalt: Der in die genderpolitische Diskussion eingebrachte Indikator des Gender Pension Gaps (GPG) bezieht sich ausschließlich auf individuelle Alterseinkünfte und negiert daher den für Wohlstandsanalysen indizierten Haushaltskontext. Da er eine Reihe weiterer gravierender methodischer Nachteile aufweist, raten die Autoren davon ab, den GPG-Index in seiner bisherigen Konzeption als Maßstab zur Beurteilung „fairer Einkommenschancen“ zwischen beiden Geschlechtern zu verwenden. Sie empfehlen vielmehr den Rückgriff auf im Zusammenhang mit der Offenen Methode der Koordinierung bewährte Indikatoren, wobei sie anregen, neben dem Geschlecht auch noch weitere sozialstrukturelle Merkmale wie Bildung und Staatsangehörigkeit zu berücksichtigen.
Inhalt: The indicator Gender Pension Gap (GPG), recently brought into the gender-related discussion, is exclusively related to individual old-age incomes, and it therefore negates household formation which is essential for well-being analyses. Since the indicator has further serious methodical disadvantages, the authors advise against using the GPG index - at least in its current shape - as a benchmark for assessing the income chances between both sexes. They rather recommend the usage of indicators which have proved to be successful in the context of the Open Method of Coordination; furthermore, they encourage, besides the variable sex, the consideration of additional socio-structural variables like education and nationality.

Family dissolution and public policies in the United States: social provisions and institutional changes since the 1980s

Inhalt: As a consequence of changing patterns of family formation and dissolution in the western world, national welfare institutions confront new demands to accommodate such issues as disproportionate poverty risks among single-mother families, increased requirements for non-parental child care arrangements, and the regulation of child maintenance and support. This paper documents and analyzes the most important social and legal provisions and changes in the United States since the 1980s with implications for the well-being of separated parents and their children, starting with alimony reform legislation to maternity and parental leave programs. It concludes that compared to Germany the institutional and financial support of lowincome custodial parents, the majority of whom are women, is still rather limited. While family-friendly policies -most of them based on employment and the tax system- have been expanded since the 1980s, the US welfare systems provides less financial and legal assistance to vulnerable families with children.

Inhalt: "In OECD countries, the cross-country correlation between the total fertility rate and the female labour force participation rate turned from a negative value before the 1980s to a positive value thereafter. Based on pooled time-series analysis, the literature seems to agree that this change is due to unmeasured country and time heterogeneity with respect to female employment. However, the determinants of this heterogeneity remain unclear. Using data of 16 European countries from 1960-2005, the author estimates pooled time-series models of fertility and female labor force participation by applying Prais-Winsten regressions with fixed country and time effects and investigate the changing effect of female labor participation for a set of labor market, educational and demographic variables and indicators of social policy. The empirical findings reveal that the change in the correlation seems to be due to the increasing proportion of females employed part-time, increasing educational attainment of females, increasing age at first birth and increasing gross enrollment ratio of children in pre-primary education." Shifted labor market risks? The changing economic consequences of job loss in the United States and West Germany

Inhalt: This article analyzes how institutional changes in the welfare state influence income mobility around job loss in the United States andWest Germany. Drawing both on an analysis of changes in provisions for the unemployed and on panel data from the Panel Study of Income Dynamics (PSID) and the German Socio-Economic panel (GSOEP), I demonstrate that the material well-being of American households hit by job loss has decreased substantially over time because of welfare state retrenchment, while unemployed German households have experienced only little deterioration of their economic well-being despite worsening labor market circumstances and institutional changes. The analysis also reveals that women in the United States are especially disadvantaged by job loss because, in their case, the withdrawal of the state has not been counteracted by an increase in influence on the part of the family. Top down or bottom up?: a cross-national study of vertical occupational sex segregation in twelve European countries

Inhalt: "Starting with a comparative assessment of different welfare regimes and political economies from the perspective of gender awareness and "pro-women" policies, this paper identifies the determinants of cross-national variation in women's chances of being in a high-status occupation in twelve West European countries. Special emphasis is given to size and structure of the service sector, including share of women in public employment and structural factors such as trade union density and employment protection. The first level of comparison between men and women concentrates on gender representation in the higher echelons of the job hierarchy, while in the second section we extend the scope of analysis, comparing women in high-status occupations and low-wage employment in order to allow for a more nuanced study of gender and class interaction. The first analysis is based on European Social Survey data for the years 2002, 2004, 2006, and 2008, capturing recent trends in occupational dynamics. Results indicate that in general a large service sector and a high trade union density enhance women's chances of being in a high-status occupations while more specifically a large public sector helps to reduce channeling women in low-wage employment. Thus, equality at the top can well be paired with inequality at the bottom, as postindustrial countries with a highly polarized occupational hierarchy such as the UK show." (author's abstract)
