A Comparative Approach on the Relevance of National Gender Equality Legal Frameworks in Israel, Portugal, and Slovakia to Improve Equality at the Institutional Level

Inhalt: In the last decades, women’s participation in Higher Education has increased in most Western countries, even if the well-known phenomena of horizontal and vertical segregation still persist (O’Connor, 2017). The reasons for the persistence of these phenomena have been widely studied (Ridgeway, 2011; Pearce, Wald, & Ballakrishnen, 2014; Rhode, 2016), highlighting the importance of defining and implementing affirmative actions to improve women’s situation in Higher Education. In this context, the European Union (EU) has placed the topic of gender equality (GE) in Higher Education with high relevance in the political agenda. As a result, several research projects have been approved to design and implement Gender Equality Plans (GEPs) in Higher Education Institutions (HEIs).
This paper reflects the design and implementation process of GEPs in a group of countries integrating an international project. Based on data analysis of national legal documents, this paper examines the macro factors that can contribute to improving GE at the institutional level. The empirical analysis is based on a qualitative approach sustained on the analysis of national legal documents related to the economic, political, and social domains of Portugal, Slovakia, and Israel.
The comparative analysis among the countries reveals that there are relevant actions already in place in national legal frameworks that can be seen as positive to design and implement GEP in HEIs.
What professors do in peer review : Interrogating assessment practices in the recruitment of professors in Sweden

Inhalt: Sweden is known for its political will to gender equality. Sweden is also a country with a strong tradition of transparency in university recruitments. In this article, the assessment practices in the appointment of full professors in one Swedish university are investigated from an intersectional and postcolonial perspective on gender and place/space. Using a multimethod approach to investigate written evaluations of applicants, recruitment group meeting minutes and interviews with reviewers, the results show that there is great variation in how evaluation criteria are applied and filled with meaning. Moreover, in more than half of the appointment decisions the reviewers disagreed. The interview results show a structural bias operating towards researchers applying from non‐Western university contexts. At an aggregated level, national applicants have 3.88 times greater chance to be proposed for a position and national women applicants are the most likely to be proposed for the position.

Research performance and age explain less than half of the gender pay gap in New Zealand universities

Inhalt: We use a globally unique dataset that scores every individual academic's holistic research performance in New Zealand to test several common explanations for the gender pay gap in universities. We find a man's odds of being ranked professor or associate professor are more than double a woman's with similar recent research score, age, field, and university. We observe a lifetime gender pay gap of ~NZ$400,000, of which research score and age explain less than half. Our ability to examine the full spectrum of research performance allows us to reject the 'male variability hypothesis' theory that the preponderance of men amongst the 'superstars' explains the lifetime performance pay gap observed. Indeed women whose research career trajectories resemble men's still get paid less than men. From 2003-12, women at many ranks improved their research scores by more than men, but moved up the academic ranks more slowly. We offer some possible explanations for our findings, and show that the gender gap in universities will never disappear in most academic fields if current hiring practices persist.
Policy evaluation and gender mainstreaming in the European Union: the perfect (mis)match?

Inhalt: This article assesses the ability of the European Commission’s current approach to policy evaluation to evaluate gender mainstreaming and, in turn, other cross-cutting social agendas (Articles 8–10 TFEU). Taking European Union research policy as a case study, through our analysis, we reveal mismatches between current evaluation standards adopted within the Better Regulation framework and requirements for effectively assessing progress towards cross-cutting social objectives, such as gender equality. The article concludes with a series of recommendations to overcome the identified shortcomings. Our analysis constitutes a key contribution to the development of feminist scholarship on the post-implementation phase of the policy process.

International Mobility and Social Capital in the Academic Field

Inhalt: The relationship between the international mobility of academic researchers and social capital is complex. On the one hand, the literature suggests that social capital facilitates the international mobility of academics which, in turn, promotes the accumulation of international social capital, enhances research productivity, and advances careers. On the other hand, international mobility can isolate researchers from the national social capital in their origin countries. In this paper, I present the results of 42 interviews in Canada and Germany to examine how academics in both countries have experienced the connection between international mobility and social capital. In addition to revealing the complexity of this connection, the results show that social capital facilitates international mobility and that mobility sometimes creates social capital. However, mobility can also lead to the loss of national social capital that negatively affects early-career researchers in particular.

GENDER DISPARITIES IN INTERNATIONAL RESEARCH COLLABORATION: A STUDY OF 25,000 UNIVERSITY PROFESSORS

Inhalt: In this large‐scale research based on bibliometric, biographical and administrative data, we examine how gender disparities in international research collaboration differ by collaboration intensity, academic position, age, and academic discipline. The following are the major findings: (1) While female scientists exhibit a higher rate of general, national, and institutional collaboration, male scientists exhibit a higher rate of international collaboration. (2) An aggregated picture of gender disparities hides a more nuanced cross‐disciplinary picture of them. (3) An analysis of international research collaboration at three separate intensity levels (low, medium, and high) reveals that male scientists dominate in international collaboration at each level. However, at each level, there are specific disciplines in which females collaborate internationally more than males. Furthermore (4), gender disparities in international research collaboration are clearly linked with age: they are the lowest and statistically insignificant for young scientists and the highest and statistically significant for the oldest scientists. Finally, we estimate the odds ratios of being involved in international research collaboration using an analytical linear logistic model. The examined sample includes 25,463 internationally visible Polish university professors from 85 universities, grouped into 24 disciplines, and 158,743 Scopus‐indexed articles.

Caring during COVID‐19 : A gendered analysis of Australian university responses to managing remote working and caring responsibilities

Inhalt: OVID‐19 is dramatically reconfiguring paid work and care. Emerging evidence in the global media suggests that academic women with caring responsibilities are being proportionately impacted. This article fills a key knowledge gap by examining how Australian universities are supporting academics to manage remote work and caring during the COVID‐19 pandemic. We conducted a desktop analysis of public information about remote working and care from 41 Australian universities and compared them to the world’s top 10 ranked universities. Findings suggest that during the pandemic, the Australian higher education sector positions decisions about caring leave and participation in the paid labour force as ‘private’ matters in which employees (mainly women) design their own ‘solutions’ when compared with international institutional counterparts. We argue that COVID‐19 provides another context in which universities have evaded their responsibility to ensure women’s full participation in the labour force.
Does country-level gender equality explain individual risk of intimate partner violence against women? A multilevel analysis of individual heterogeneity and discriminatory accuracy (MAIHDA) in the European Union

Inhalt: BACKGROUND - Gender equality is widely accepted as an important explanatory factor for the occurrence of intimate partner violence (IPV) against women. However, the relationship is not straightforward, as high country-level gender equality is not always associated with lower IPV prevalence. We apply 'multilevel analysis of individual heterogeneity and discriminatory accuracy' (MAIHDA) to (i) quantify the extent to which the country of residence determines individual risk of IPV and (ii) investigate the association between country-level gender equality and individual experience of IPV, and to which extent this association explains the observed between-country differences.
METHODS - Using data from the 2012 European Union Agency for Fundamental Rights survey on violence against women we applied MAIHDA to analyse experiences of physical and sexual IPV among 42 000 women living in the EU. We fitted three consecutive models, and calculated specific individual contextual effects (measures of association) as well as the general contextual effects (measures of variance) and the discriminatory accuracy (DA).
RESULTS - Our findings show that the relationship between experiences of IPV and country-level gender equality is weak and heterogeneous. The general contextual effect is small and the DA is low, indicating that country boundaries are rather irrelevant for understanding the individual risk of IPV.
CONCLUSIONS - Findings from the present study do not imply that that gender equality is unimportant in relation to IPV, but rather that information on country of residence or country-level gender equality does not discriminate very well with regards to individual experiences of IPV in cross-national comparisons.

Attitudes Toward Intimate Partner Violence Against Women in the European Union : A Systematic Review

Inhalt: Attitudes toward intimate partner violence against women (IPVAW) are increasingly recognized as central to understanding of this major social and public health problem, and guide the development of more effective prevention efforts. However, to date this area of research is underdeveloped in western societies, and in particular in the EU. The present study aims to provide a systematic review of quantitative studies addressing attitudes toward IPVAW conducted in the EU. The review was conducted through Web of Science, PsychINFO, Medline, EMBASE, PUBMED, and the Cochrane Library, in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-analyses (PRISMA) recommendations. This review aimed to identify empirical studies conducted in the EU, published in English in peer-reviewed journals from 2000 to 2018, and analyzing attitudes toward IPVAW. A total of 62 of 176 eligible articles were selected according to inclusion criteria. Four sets of attitudes toward IPVAW were identified as the main focus of the studies: legitimation, acceptability, attitudes toward intervention, and perceived severity. Four main research themes regarding attitudes toward IPVAW emerged: correlates of attitudes, attitudes as predictors, validation of scales, and attitude change interventions. Although interest in this research area has been growing in recent years, the systematic review revealed important gaps in current knowledge on attitudes toward IPVAW in the EU that limits its potential to inform public policy. The review outlines directions for future study and suggests that to better inform policy making, these future research efforts would benefit from an EU-level perspective.
