Inhalt: "This article examines trends in the labour market position, defined in terms of three dimensions - earnings, perceived job security and overall job satisfaction - among four population groups in Estonia - Estonian men and women and Russian-speaking men and women. We explore how the labour market position of these groups changed between 1993 and 2008. We used data from 1993 and 2008, collected in the population survey Work, Family and Leisure, designed by the Institute of International and Social Studies at Tallinn University. We carried out a two-step analysis: first, we conducted descriptive analysis to explore changes in the labour market situation of men and women of two ethnic groups in the period of 1993-2008; and second, we used models of multivariate analysis of variances to examine how gender, ethnicity and occupational status as well as the intersection of these variables are related to earnings, job security and job satisfaction. We found that Estonian men have emerged as the most successful group in the labour market, while the labour market position of Russian-speaking women is the most disadvantaged compared to other groups in terms of earnings, job security and job satisfaction. We suggest that these labour market inequalities could be increasing, and that the interaction of gender and ethnicity might become increasingly important in shaping labour market outcomes." Inhalt: "Matched employer-employee (panel) data sets are gaining increasing importance in the analysis of labour markets. In collaboration with Statistics Austria we recently initiated the set up of a matched employer-employee panel data set for Austria, which covers the years 2002-2005. The aim of the paper is to introduce the data set to a broader audience. We first present the set up of the panel data, indicating in more detail the data sources and matching procedure underlying the matched employer-employee data set for Austria. In a second step we show descriptive statistics of the main variables included in our data set. These various statistics encompass three levels of analysis: the aggregate level (i.e. the entire sample), firm level and individual (employee) level." (author's abstract)

Inhalt: "In OECD countries, the cross-country correlation between the total fertility rate and the female labour force participation rate turned from a negative value before the 1980s to a positive value thereafter. Based on pooled time-series analysis, the literature seems to agree that this change is due to unmeasured country and time heterogeneity with respect to female employment. However, the determinants of this heterogeneity remain unclear. Using data of 16 European countries from 1960-2005, the author estimates pooled time-series models of fertility and female labor force participation by applying Prais-Winsten regressions with fixed country and time effects and investigate the changing effect of female labor participation for a set of labor market, educational and demographic variables and indicators of social policy. The empirical findings reveal that the change in the correlation seems to be due to the increasing proportion of females employed part-time, increasing educational attainment of females, increasing age at first birth and increasing gross enrollment ratio of children in pre-primary education." Inhalt: "Drawing on the first wave of the IAB panel study “Labor market and social security” (PASS), this analysis explores factors associated with exits from basic income support for needy jobseekers to gainful employment. The impact of household context on work prospects of females and males is focused as well as the prevalence of multiple labor market barriers and their effect on leaving benefit receipt. There are both similarities and differences between the sexes. Prospects for economic selfsufficiency of single and partnered females and males without children don’t differ. Having children however impedes labor market participation of mothers in general while it promotes exits from basic income support to work of partnered fathers. With regard to multiple labor market barriers, bad health, higher age and long lasting benefit receipt are frequently combined attributes. When multiple barriers are co-occurring, every additional barrier halves the probability of a transition from basic income support to work, which is of high relevance for social politics." Flexible working lives and pension coverage in Europe with a focus on women: Lessons to be learned by Germany

Inhalt: In particular due to increasing female employment over the last decades employment has become more flexible in regard to the contract form and we observe more discontinuous employment careers. This paper discusses in how far retirement pension systems in Europe are suited to cover the specific risks of flexible workers. Recent reforms to these systems (e.g. the strengthening of private elements) and their outcomes on flexible workers are also scrutinised. Section 1 discusses the increasing flexibility of working lives, focussing on breaks in paid employment caused by the incompatible demands of family and working life and on atypical forms of employment, in particular part-time and fixed-term employment. Section 2 discusses the problems encountered by persons with flexible labour market histories with regard to retirement pensions, and points to good practices from several European countries. Section 3 analyses retirement pension in Germany in detail based on the German Socio-Economic Panel (SOEP) data which contains life course information. It looks at differences in pension coverage taking account of the full-time and part-time employment history of individuals. It puts specific emphasis on the private ‘Riester pension’ plan which contains incentives for participation of specific labour market groups usually disadvantaged in third pillar private pension schemes.

In Anlehnung an die Kontinuitätstheorie (Atchley 1989) wird davon ausgegangen, dass Individuen, die mit ihren Strukturen und Leistungen zufrieden sind, länger im Beruf verweilen. Daher wird untersucht, ob Motivation und wahrgenommene Leistungsfähigkeit einen Einfluss auf den Weiterbeschäftigungswunsch haben. Darüber hinaus soll die Frage beantwortet werden, ob Faktoren, die einen positiven Einfluss auf Motivation und Leistungsfähigkeit haben, auch einen direkten Einfluss auf die Weiterbeschäftigung zeigen. Neben objektiven Faktoren wie Unternehmensgröße und Stellung im Beruf werden subjektive Faktoren, wie z.B. Einschätzung der Anerkennung, der Anforderungen und der Sinnhaftigkeit der Tätigkeit, auf ihren Erklärungsbeitrag, überprüft. Die folgende Analyse basiert auf einer Befragung, die im Mai 2008 zusammen mit dem Bundesinstitut für Bevölkerungsforschung (BiB) durchgeführt wurde. Sie ermöglicht, die Weiterbeschäftigungswünsche im Alter, die vorhandene Arbeitsmotivation und den Gesundheitszustand zu identifizieren. Die zentralen Ergebnisse der statistischen Analyse zeigen, dass bei Männern eine hohe Motivation mit dem Wunsch nach einer Weiterbeschäftigung im Rentenalter verknüpft ist. Auf Frauen trifft dies nicht zu, für sie ist die Leistungsfähigkeit das entscheidende Kriterium. Generell zeigt sich, dass eine positive Einschätzung der subjektiven Einflussfaktoren die Arbeitsmotivation stärkt. Darüber hinaus wurde bezüglich der objektiven Faktoren ermittelt, dass bei den Männern das Arbeitszeitregime (Vollbeschäftigung) und die berufliche Stellung (Angestellte) positiv mit dem Weiterbeschäftigungswunsch korrelieren. Insbesondere eine sinnvolle Tätigkeit bei den Männern und die Leistungsfähigkeit bei Frauen erhöhen die Motivation. Für Unternehmen erscheint es wichtig, Mitarbeiter von der Sinnhaftigkeit der Tätigkeit zu überzeugen.
Inhalt: In times of demographic change, with the associated challenges for social security systems and the looming lack of skilled workers, extending working life becomes increasingly significant. According to the continuity theory (Atchley 1989) we can assume that individuals who are satisfied with their structures and performance will stay at work longer. We will therefore examine whether motivation and perceived work ability have an influence on the desire for continued employment. In addition, we will answer the question of whether factors that have a positive influence on motivation and work ability also have a direct influence on continued employment. Besides objective factors such as enterprise size and occupational status, we will examine subjective factors, such as assessment of recognition, the demands, and the meaningfulness of the work for their contributions to the explanation. The following analysis is based on a survey taken in May 2008 together with the Bundesinstitut für Bevölkerungsforschung (BiB). It enables us to identify the desire for continued employment in old age, the existing work motivation, and the state of health. The core results of the statistical analysis show that in men high motivation is linked to the desire for continued employment in retirement age. This does not apply to women; for them, work ability is the decisive criterion. In general, we observe that a positive assessment of the subjective influencing factors strengthen work motivation. In addition, with regard to objective factors it was ascertained that for men the working hour regime (full-time work) and occupation status (salaried “white-collar” employees) correlate positively with the desire for continued employment. In particular, meaningful work increases motivation among men and work ability increases motivation among women. It appears important that enterprises convince their employees of the meaningfulness of the work.

The evolution of labor relations inside a Russian firm during late tansition: evidence from personnel data

Die Arbeiten analysieren bisher nicht zugängliche Personaldaten, die die Arbeitsgeschichte jedes einzelnen Beschäftigten sowie monatliche Löhne und Gesamtvergütung im Jahresdurchschnitt beinhalten. Da diese Arbeiten Teil eines größeren Forschungsprojektes über interne Arbeitsmärkte in Russland und der Ukraine sind, beginnt unsere Studie mit einer generellen Einschätzung, wie die Analyse von Personaldaten aus Transformationsländern zur allgemeinen Literatur über interne Arbeitsmärkte beitragen kann. Kurzen Beschreibungen der analysierten Firma und der benutzten Personaldaten folgen die Motivierung und ausschlaggebenden Resultate der drei Arbeiten. Die erste Arbeit untersucht die Frage, wie die Kosten der russischen Finanzkrise des Jahres 1998 auf die Beschäftigten innerhalb der Firma verteilt werden und ob langjährig beschäftigte Arbeitnehmer von negativen Schocks abgeschirmt werden. Das zweite Papier betrachtet die Diskussion über die Lohnbestimmung in Russland und analysiert die engere Fragestellung, ob lokale Arbeitsmarktbedingungen einen wichtigen Faktor im Lohnbestimmungsprozess darstellen oder ob stabile interne Arbeitsmarktstrukturen von vorrangiger Bedeutung für das Personalmanagement der Firma sind. Die letzte besprochene Arbeit liefert einen Beitrag zu der Literatur über die Arbeitsmarkterfahrungen von Frauen während der Transformation, indem sie die Entwicklung und die Determinanten des geschlechtsspezifischen Lohndifferentials innerhalb der Firma aufzeigt." Inhalt: "This paper surveys three studies on the internal labor market of one Russian firm spanning the years 1997 to 2002 and focusing on three different issues. The studies use unique personnel data that were collected by us and that include the work history of each employee as well as annual averages of monthly wages and total compensation. Since the three studies are part of a larger project on internal labor markets in Russia and Ukraine during transition, the paper starts off with a general assessment of how the analysis of personnel data from transition countries can contribute to the general literature on internal labor markets. After short descriptions of the investigated firm and the personnel data at our disposal, the motivation and the pertinent results of the three studies are presented. While the first study looks at the question how the costs of a financial crisis are spread over the workforce and whether incumbent employees are sheltered from negative shocks in the economy, the second study is tied to the discussion of wage determination in Russia and analyzes the narrower question whether local labor market conditions are an important factor in the wage determination process of the firm at hand or whether stable internal labor market structures are of primary concern for its human resource managers. The third study contributes to the literature on the labor market experience of women in transition by analyzing the evolution and the determinants of the gender earnings gap in the firm."
