Inhalt: "The capitalist democracies of western Europe and the U.S. have developed extensive social programs, based on the principle of solidarity, that provide assistance to the destitute, the unemployed, the sick, the disabled, and the elderly. Due in part to growing levels of spending on these solidarity programs that may threaten financial solvency in some of these countries and in part to a growing belief that social programs should help people work and achieve self-sufficiency, these countries have implemented 'work activation' policies that try to encourage, entice, and cajole physically-able people to work. Experience implementing such work activation policies now suggests that policy can emphasize the relatively new goal of work activation while still achieving the traditional social purpose of solidarity programs by greatly reducing poverty. The aim of this paper is to review the experiences of the U.S. and selected European nations in attempting to balance solidarity with work activation by discussing both the components of an ideal work activation system and the problems these systems often encounter. The problems examined include too few jobs, recessions, low wages, and disconnected adults. The overarching purpose of the paper is to find a balance between the goals of social solidarity and work activation." (author's abstract)

Inhalt: "The processing of the factually anonymized microdata of the German Microcensus into a scientific use file and its documentation is carried out by the German Federal Statistical Office, Group F2 Microcensus, in cooperation with the German Microdata Lab of GESIS. This technical report gives a general outline of the Microcensus' survey program and sampling plan. Furthermore, the unique features of the Microcensus 2008 will be discussed. The survey 2008 includes the supplementary programs on transport patterns of commuters (employed persons, pupils and students), as well as data on the biological number of children for all women aged 15 to 75 years, and the ad hoc module labour market situation of migrants and their immediate descendants made available by the EU Labour Force Survey. Reasons for refusals, their collection in surveys and interviewer impact

Inhalt: "Refusals are a significant source of non-response in surveys. During field periods of some surveys reasons for refusals are collected in call record data (as part of para-data). This article presents a study employing a content analysis of open-ended comments on reasons for refusals collected by interviewers in a survey of the German population (ALLBUS). We analysed the reasons for refusals contained in these comments, as well as to what extent these comments include information about factors relevant to participation in surveys. Additionally, we analysed the impact of interviewer characteristics – gender, age, education and experience – on data collection using various multilevel multinomial models. The results show that interviewer comments provide typical reasons for refusals, as well as specific information about target persons, their environment and the survey process. Interviewers' age and education influenced the collection of reasons for refusals. At the same time interviewer variances (obtained through multinomial multilevel models) were very high, showing that interviewers prefer to report certain reasons for refusals. The highest interviewer level variances were obtained for providing no comments at all. To improve data quality and reduce high interviewer impact, we suggest using
improved standardised instruments to collect reasons for refusals. Codings based on a categorisation scheme which we developed for our content analysis show high reliability (kappa = .81). Thus, this scheme can be used as a basis for developing such standardised instruments." (author's abstract)

Inhalt: "Die traditionelle Rollenverteilung im Haushalt sieht den Mann als Erbringer des Geldeinkommens, während die Frau unbezahlte Familienarbeit in der Ehe verrichtet und dafür 'im Austausch' einen Teil vom Geldeinkommen des Mannes erhält. Dieses Modell ist in Deutschland auf dem Rückzug. Frauen erwerben zunehmend ein eigenes Einkommen und sichern in wachsender Zahl ihre Lebensgrundlage selbst. Doch es gibt keine eindeutige Entwicklungslinie vom traditionellen männlichen Familienernährermodell (mit nichterwerbstätiger Frau) zum modernisierten männlichen Ernährermodell (mit in Teilzeit beschäftigter Frau) hin zu einem partnerschaftlich-egalitären Modell (mit zwei in ähnlichem Umfang erwerbstätigen Partnern). Dies zeigt das Aufkommen einer Gruppe von Haushalten, in denen die Frau die Hauptbezieherin von Erwerbseinkommen ist. Frauen fungieren in diesen Familien als die Haupteinkommensbezieherin und ernähren somit sich selbst und weitere Familienangehörige. Diese familiäre Situation rückt hier ins Blickfeld. Die vorliegende Studie fragt nach der Verbreitung solcher Haushalte in Deutschland sowie nach den Ursachen entsprechender Konstellationen. Bezüglich der relevanten Einflussfaktoren fragen wir: Welche Bedeutung haben für dies Konstellation erstens veränderte Familien- und Lebensformen, zweitens zunehmende Erwerbsintegration von Frauen, teilweise auch in höheren beruflichen Positionen sowie drittens Umbrüche in der Erwerbssphäre, die zu einer neuen Unsicherheit der Arbeit (auch) für Männer führen? Die Untersuchung analysiert daher Erwerbskonstellationen und Einkommenserwirtschaftung auf der Haushaltsebene." (Textauszug)

Inhalt: "Dieser Beitrag stellt die Konzepte des 'geschlechtsspezifischen Lebenslaufs' und der 'Lebenslaufanpassung' vor. Hiermit soll ein breiterer, dynamischer und kontextbezogener Blick geworfen werden auf das Zusammenspiel bzw. Ungleichgewicht des jeweiligen sozialen Umfelds der Arbeitnehmer/innen, ihrer Familien und Gemeinschaften. Ebenfalls wird ein Überblick über die Resonanz der Unternehmensseite hinsichtlich der Organisation des 'Arbeit-Familien-Komplexes' geboten. Es gibt ein gestiegenes Bewusstsein dafür, dass das (Nicht-)Passen aufgrund erhöhter Zeitanforderungen bei gleichzeitig begrenzten Zeitressourcen und überholten Arbeitszeitzwängen der Arbeitnehmer/innen und Familien zunehmend auch eine Frage der Gesundheit der Bevölkerung ist. Der nächste Schritt für Unternehmen und Politik wird sein, die rigiden Zeitkorsetts der bezahlten Arbeit aufzubrechen. Dies bedeutet, die stillschweigenden, für selbstverständlich erachteten Haltungen, Regeln und Regulierungen bezüglich Zeit und ihrer Bemessung für Arbeitstage, -wochen, -jahre und das ganze Arbeitsleben auf den Prüfstand zu stellen." Inhalt: "This paper introduces the concepts of the 'gendered life course' and 'life-course fit' in order to provide a broader, dynamic, and contextual perspective on the match or mismatch characterizing the social environments confronting workers, their families, and their communities. It summarizes five challenges confronting scholars of community, work, family, and policy: (1) updating outdated concepts and categories; (2) incorporating the gendered life course and family strategies to improve fit; (3) recognizing social change; (4) seeking work-time policy transformation, not simply assimilation or accommodation; and (5) focusing on prevention. In doing so, it provides a very brief history of the work family intersection from a US vantage point, along with an overview of organizational response by employers to the 'work-family' conundrum. There is a growing recognition that a sense of fit or misfit in terms of rising temporal demands, limited temporal resources and outdated work-hour constraints on workers and families has become a public health issue. The next step is for employers and policy makers to break open the time clocks around paid work - the tacit, taken-for-granted beliefs, rules and regulations about the time and timing of work days, work weeks, work years, and work lives." Inhalt: "Earnings nonresponse in the Current Population Survey is roughly 30% in the monthly surveys and 20% in the annual March survey. Even if nonresponse is random, severe bias attaches to wage equation coefficient estimates on attributes not matched in the earnings imputation hot deck. If nonresponse is ignorable, unbiased estimates can be achieved by omitting imputed earners, yet little is known about whether or not CPS nonresponse is ignorable. Using sample frame measures to identify selection, we find clear-cut evidence among men but limited evidence among women for negative selection into response. Wage equation slope coefficients are affected little by
selection but because of intercept shifts, wages for men and to a lesser extent women are understated, as are gender wage gaps. Selection is less severe among household heads/co-heads than among other household members." [author's abstract]
