The Shadow Pandemic: Policy Efforts on Gender-Based Violence during COVID-19 in the Global South

Inhalt: Even before COVID-19 hit, one in three women experienced violence by a partner or sexual violence by a non-partner, according to the World Health Organization. With the pandemic, the risk of violence against women and children, especially within the home, increased further as people sheltered at home while facing great financial and emotional stress. Our assessment of government policies in a cross-regional sample of countries in Latin America, the Middle East, and Africa since the pandemic's onset in early 2020 finds that: governments increased communication and digital services addressing GBV, such as hotlines, counselling, and reporting mechanisms, but struggled to meet increased demand for emergency services; states with existing robust GBV services were better prepared to continue service provision during the pandemic; beyond this, the gender ideology of the political leader made a difference in prioritisation and visibility; in Latin America, national-level responses were heterogeneous, ranging from dismissiveness by the presidents of Mexico and Brazil to new and proactive policies by the government of Argentina; and in neither Uganda nor any of the countries studied in MENA were shelters classified as essential services. Even in South Africa, where shelters were classified as essential, lockdowns complicated access. There is an urgent need for stronger policy responses to GBV, and not just for humanitarian reasons. The United Nations has estimated the economic costs of violence against women at about 2 per cent of global GDP. Governments need to ensure that emergency GBV services exist beyond hotlines and remain open and accessible around the clock. Non-governmental organisations play a vital role in GBV service provision but should not substitute for government provision. German and EU policies should encourage and support the development of GBV infrastructure, including first-response services, shelters, and gender-sensitive social protection programmes.

Inhalt: Trotz nach wie vor bestehender Unterrepräsentation werden immer mehr Ministerien in den deutschen Bundesländern mit Frauen besetzt. Weniger betrachtet wurde bisher, ob Frauen in diesem Prozess bestimmte Ministerien häufiger besetzen, es also zu geschlechtsspezifischer Portfolioallokation kommt. Diese ist vor allem relevant, wenn die weiblich besetzten Ministerien weniger prestigeträchtig sind. Davon ausgehend untersucht diese Studie die Prestigedifferenz zwischen männlich und weiblich besetzten Ministerien in den 16 Ländern zwischen 2005 und 2018 sowie mögliche Erklärungsfaktoren. Die Prestigedifferenz wird über den unterschiedlichen Anteil an Beamt*innenplanstellen der Ministerien mess- und vergleichbar gemacht. Die Studie kommt zu dem Ergebnis, dass Frauen trotz ihres wachsenden Anteils in Kabinetten vermehrt weniger prestigeträchtige Ministerien besetzen und somit die Prestigedifferenz ansteigt. Als Erklärungsfaktoren zeigen vor allem die Ministerienanzahl sowie der Frauenanteil im Kabinett einen Effekt.
Corona, Care, and Political Masculinity: Gender-Critical Perspectives on Governing the COVID-19 Pandemic in Austria

Inhalt: The article departs from the contradiction that the importance of care for society was publicly acknowledged during the COVID-19 pandemic, but the pandemic response of the Austrian government did not challenge the structurally devalued status of care. In order to sustain the hegemonic patriarchal-capitalist governance of care and social reproduction in the pandemic government actors had to reframe care. We investigate government discourses that normalised its careless crisis management and interrogate the role political masculinity and affects played therein. Based on our analysis of a set of selected press conferences held in March 2020, we find that a new mode of rational-affective political masculinity was constitutive of the political management of COVID-19 crisis. With help of this hybrid mode of masculinity, political actors reinterpreted care first and foremost as healthcare and caring for the economy, and as caring for the population in terms of biopolitics. At the same time, caring tasks in the 'private' sphere were left to the personal responsibility of individuals and families. In order to generate consent, political actors frequently invoked affects that pertained to risk and danger on the one hand and solidarity and responsibility on the other.

Inhalt: Feminist street art aims to transform patriarchal spaces into places of gendered resistance by asserting a feminist presence in the city. Considering this, as well as women’s social life, their struggle against lingering forces of patriarchy, and relating features of inequality (domestic violence), there was a feminist installation artwork by the young Kurdish artist Tara Abdulla that shook the city of Sulaimani in Iraqi Kurdistan on 26 October 2020. She had prepared a 4,800‐meter‐long washing line covered with the clothes of 99,678 Kurdish women who were survivors of sexual and gender‐based violence. They installed it along the busiest street of the city (Salim Street). She used this piece of feminine to express her reaction to the Kurdish society regarding, the abuse that goes on silently, behind closed doors. She also aimed towards normalizing women’s bodies. After the installation, she received many controversial reactions. As her artwork was a pioneering project in line with feminist issues in Kurdistan which preoccupied the city for quite a while, the aim of this article is to investigate the diverse effects of her work on the current dialogue regarding gender inequality in the Kurdish society. To do this, we used the research method of content analysis on big data (Facebook comments) to investigate the public reactions of a larger number of locals. The Feminine effectively exposed some of the deep‐rooted cultural, religious, and social barriers in addressing gender inequalities and silent sexual violence issues in the modern Kurdish patriarchal society.

Care trans_formieren: Eine ethnographische Studie zu trans und nicht-binärer Sorgearbeit

Inhalt: Wie wird Care jenseits heteronormativer Zweigeschlechtlichkeit entworfen? Wie werden Fürsorge und Selbstsorge in nicht-binären und trans Räumen organisiert und gelebt - abseits medizinischer und familiärer Versorgungskontexte? Dazu gibt es bislang kaum Forschung. Francis Seeck wendet sich dieser Leerstelle zu und interviewte und begleitete Personen, die Sorgearbeit für andere trans und nicht-binäre Personen leisten. Die ethnographische Studie vertieft das Verständnis des komplexen Verhältnisses von Gender und Care. Zudem macht sie auf die Bedeutung der Kategorie Klasse in Sorgebeziehungen aufmerksam. Sie zeigt, wie Klassenunterschiede und Klassismus den Zugang zu Für_Sorge erschweren, dass in den Zonen der Prekarität aber auch neue Formen der Fürsorge entstehen. Die hier entwickelte Forschungsstrategie der Sorgenden Ethnographie ermöglicht, Care-Praktiken als zentralen Bestandteil ethnographischer Forschung produktiv zu machen.
Förderung der Gleichberechtigung der Geschlechter in Post-Konflikt-Kontexten

Inhalt: In dieser Evaluierung wird untersucht, inwieweit die Prozesse der deutschen bilateralen staatlichen Entwicklungszusammenarbeit geeignet sind, die Gleichberechtigung der Geschlechter in Post-Konflikt-Kontexten zu fördern. Hierzu wurden unter anderem Fallstudien in Kolumbien, Liberia, Pakistan und Sri Lanka durchgeführt. Die Evaluierung kommt zu dem Ergebnis, dass die Verfahren zum Gender-Mainstreaming grundsätzlich geeignet sind, die Förderung der Gleichberechtigung der Geschlechter in Post-Konflikt-Kontexten zu verankern. Allerdings werden die Verfahren und die Analysetools in der Praxis selten so genutzt, dass der Gender-Konflikt-Nexus konsequent in den Vorhaben adressiert wird. Somit gehen Potenziale verloren, Wirkungen hinsichtlich der Geschlechtergleichstellung zu entfalten. Die Evaluierung entwickelt daher konkrete Empfehlungen, wie die Steuerung durch das BMZ sowie die Umsetzung durch die staatlichen Durchführungsorganisationen verbessert, die Strukturen und Prozesse der staatlichen Entwicklungszusammenarbeit weiterentwickelt sowie das notwendige Wissen und die relevanten Kompetenzen gestärkt werden können.

Assessing the Role of Social Media in the Fight Against Sexual Assault

Inhalt: We examine the challenges faced by women for effective communication on social media. The majority of the data used in this study was primary, and it was gathered in the field using a questionnaire. The questionnaire utilized in this study was a written list of questions that had been carefully designed and selected to collect data. The questions were closed-ended and focused on women's issues and their use of social media. Cronbach alpha was used to test the dataset's validity, consistency, and reliability based on the obtained information. Cronbach's Alpha for all constructs or items was more significant than the minimum acceptable reliability coefficient of 0.5 to 0.9, indicating strong internal consistency.Furthermore, Cronbach's Alpha for all constructs was more than the minimal permissible reliability coefficient, indicating that they were valid and trustworthy and hence suitable for use. We notice that most respondents in this study reported that they had experienced social media harassment. Our findings show, in particular, that the majority of respondents in this study believe that women are usually overlooked when it comes to matters requiring social media opinions. We opined that information, education, and communication are empowering tools from the preceding. It is the challenge of women in leadership to dismantle the obstacles in the women's use of information media. No form of women empowerment will succeed until these challenges are met.

Einsamkeit steigt in der Corona-Pandemie bei Menschen im mittleren und hohen Erwachsenenalter gleichermaßen deutlich

Inhalt: Deutlich mehr als vor der Corona-Pandemie: Jede siebte Person ab 46 Jahren fühlt sich einsam. Seit März 2020 haben die Ausbreitung der Corona-Pandemie sowie die Maßnahmen zur Eindämmung des Virus das Leben vieler Menschen deutlich eingeschränkt. Davon betroffen sind auch die Möglichkeiten, sich sportlich zu betätigen, zum Beispiel weil Fitnessstudios geschlossen wurden oder weil die Verbindung von Job und Kinderbetreuung keine Zeit für weitere Aktivitäten lässt. Seit März 2020 haben die Maßnahmen zur Eindämmung des Corona-Virus die sozialen Beziehungen vieler Menschen deutlich eingeschränkt. Vor diesem Hintergrund wurde im Juni/Juli 2020 im Rahmen des Deutschen Alterssurveys erfasst, ob sich Personen zwischen 46 und 90 Jahren einsam fühlen. Befragt wurden Personen, die zuhause leben. Das Einsamkeitsempfinden war deutlich höher als in den Befragungsjahren 2014 und 2017. Im Sommer 2020 lag der Anteil sehr einsamer Menschen im Alter von 46 bis 90 Jahren bei knapp 14 Prozent und damit 1,5-mal höher als in den Vorjahren. Dieses höhere Einsamkeitsempfinden betrifft unterschiedliche Bevölkerungsgruppen etwa gleich stark: Egal ob Frauen oder Männer, Menschen mit hoher oder niedriger Bildung und egal ob mittleres oder hohes Erwachsenenalter, in der Pandemie sind die Einsamkeitsraten in allen diesen Gruppen in gleichem Maße erhöht. Die Unterschiede in den Einsamkeitsraten sind zwischen allen Altersgruppen zu jeder Erhebungswelle relativ gering. Ältere Menschen haben kein höheres Risiko, einsam zu sein, als jüngere Menschen. Der Anstieg der Einsamkeit während der Pandemie ist bedenklich, denn Einsamkeit kann schwerwiegende Folgen für die mentale und körperliche Gesundheit haben. Und je länger sich Menschen einsam fühlen, umso schwieriger fällt es ihnen, sich aus eigener Kraft aus diesem Zustand zu befreien. Dazu trägt auch bei, dass Einsamkeit als Bedrohung gesellschaftlich oft nicht ernst genommen wird und die Betroffenen sich schämen, darüber zu reden. Die Corona-Pandemie dauert zum jetzigen Zeitpunkt noch an, und es ist nicht ausgeschlossen, dass die Einsamkeitsraten im Verlauf der zweiten Welle noch weiter steigen werden. Deshalb sind Programme, die Einsamkeit bekämpfen, durch die Corona-Krise noch wichtiger geworden. In einem gewissen Sinne bietet die Pandemie sogar eine Chance. Da viele Menschen Einsamkeit am eigenen Körper erfahren haben, hat sich vielleicht sogar die Stigmatisierung einsamer Menschen verringert. Es ist also zu hoffen, dass niedrigschwellige Angebote zur Einsamkeitsbekämpfung im Anschluss an die Pandemie besser verbreitet und dann angenommen werden. Paradoxerweise könnte so die Pandemie bessere Voraussetzungen schaffen, die schwer zugängliche Gruppe einsamer Menschen zu erreichen.

Post-apartheid South Africa’s exacerbated inequality and the Covid-19 pandemic: intersectionality and the politics of power

Inhalt: Over the past fifteen years there has been an increase in the number of protest movements globally. In recent years and amid the global pandemic there have been hundreds of protests and demonstrations in South Africa. Consequently, in comparison to other parts of the globe, such protest action in South Africa is high. As a result, stable governance in the region has been impacted. Notably, during the resistance years in defiance of the apartheid regime, citizens in South Africa expressed their social discontent against exclusion and marginalisation through identities as radical and intersectional - this was also articulated in the recent protests that occurred in KwaZulu-Natal and parts of Johannesburg in July 2021. This highlights the relevance of intersectionality within this region. Intersectionality can be seen to refer to the inequalities that exist beyond femininities and masculinities. Intersectional theory explores aspects of discrimination, oppression, exploitation and inequality across identity, gender, race, ethnicity and class. This study uses a qualitative research approach to conceptually analyse intersectional theory. Thereafter the study discusses the relevance of intersectional theory in a post-apartheid context by illustrating intersectionality through the unrest and protests that occurred, following the jailing of former president Jacob Zuma. The findings of the study suggest the need to unpack the legacies of African elitism and social relations, while implementing intersectional reform that promotes greater inclusivity of citizens in the state.
