Women and gender equality: justice or civilization?

Inhalt: The issue of gender justice has drawn the attention of gender scholars as does gender equality a justice or civilization. Because of this, the paper examined women and gender equality justice or civilization. In discussing these gender issues, several documents, reports, newspapers, magazines, archives, articles, journals, among others, were systematically reviewed to support the argument. Two theories were used in supporting the argument. These are Islamic Feminist and Liberal Feminist theories. The assumptions of these theories centered on gender equality and gender justice in society. The study found that gender equality is not civilization but justice. This is of the fact that both men and women are born equal and need equal justice for the development of the nation. The paper recommended that men and women should be given equal opportunity in all aspects of life in order to ensure gender justice. Parents and religious leaders should adhere to the principles of gender equality for the betterment of society.
Executive Search Consultants' Biases Against Women (or Men?)

Inhalt: Women remain under-represented in leadership positions in many countries. Since executive search consultants (also known as headhunters) act as gatekeepers in the hiring process, headhunters' biases might influence the female under-representation. There is preliminary evidence that suggests headhunters favor men, but direct evidence is missing. Thus, this study directly tested this assumption using implicit and explicit measures (an implicit association test and a gender role attitudes survey), completed by 123 German executive search consultants. Although neither measure showed an anti-women bias (with the explicit measure being compared to a match sample from a representative survey using propensity score matching), the implicit association test showed an in-group bias (i.e., male headhunter had a stronger association of men and competence than of women and competence). The latter is worrisome because the majority of consultants in this business are men. Thus, organizations interested in more female managers need to carefully consider who they hire as their executive search consultants.
Inhalt: In this article, we draw a parallel between equality of opportunity in educational transitions and equality of opportunity in academic careers. In both cases, many methodological problems can be ameliorated by the use of longitudinal rather than cross-sectional data. We illustrate this point by using Finnish full-population register data to follow the educational and academic careers of the 1964-1966 birth cohorts from birth to the present day. We show how the Finnish professoriate is highly selected both in terms of parental background and in terms of gender. Individuals of different backgrounds differ greatly in the likelihood of completing different educational and academic transitions, but much less in the age at which they make these transitions. By contrast, women’s academic careers differ from those of men both in terms of timing and in terms of rates, with women’s PhDs and full professorships seemingly delayed compared to those of men. We additionally show with the help of a 2015 cross-section of Finnish professors how such differences are easily overlooked in cross-sectional data.

A defence of gender-based affirmative action grounded on a comparison of the United States and of the European Union models

Inhalt: This article presents a defence of gender-based affirmative action programmes against its critiques. It starts from an overview of the history and main criticisms addressing affirmative action programmes, and then proposes several arguments against these criticisms. Several rationales are to be found at the core of this article: first, women still face discrimination in regard to access to education and employment. This position relies on the statistical data referring to both the U.S. and the E.U. Second, gender-based affirmative action should be treated differently than race-based affirmative action since women's discrimination on the labour market stems mainly from traditional gender norms largely exerted within the family and exercised through state's family policies (e.g. childcare policies). Third, despite the fact that the article defends gender-based affirmative action against the main critiques, it also argues that this measure alone is an inefficient method to tackle gender inequality. The article concludes that gender-based affirmative action programmes are not effective methods to tackle gender inequality because they address only one part of the problem, namely gender inequality encountered in the public sphere (education and employment), while completely ignoring family and caring responsibilities.

Inhalt: Frauen in der Politik sind nicht mehr die Ausnahme, aber noch längst nicht die Regel. Auch nach 100 Jahren Frauenwahlrecht dominieren unverändert Männer und 'Männlichkeit' den politischen Raum. Gender bahnt sich in Gestalt von Geschlechternorm, Geschlechterordnung und Geschlechterstruktur (Pimminger 2012) unverändert Wege, Ausschlüsse für Frauen zu erzeugen. Politikerinnen unterliegen daher gegenwärtig einer paradoxen Situation gleichzeitiger Einschlüsse und Ausschlüsse. Der auf einer empirisch-analytischen Untersuchung basierende Beitrag geht diesen Einschlüssen und Ausschlüssen am Beispiel hauptamtlicher Bürgermeisterinnen nach, indem er die Verteilung von Handlungsressourcen auf Kandidatinnen (Wahlsituation) bzw. Bürgermeisterinnen (Regierungssituation) und auf ihre männlichen Amtskollegen miteinander vergleicht. Die Verteilung der Handlungsressourcen ergibt für die Kandidatinnen bzw. Bürgermeisterinnen nachteilige Ausgangslagen. Diese geringeren Chancen auf Erfolg können jedoch dem tatsächlichen Erfolg der Kandidatinnen bzw. Bürgermeisterinnen nichts anhaben. Damit wird den 'männlichen'‘ Standards, die der Verteilung der Handlungsressourcen zugrunde liegen, einmal mehr ihre Legitimationsgrundlage entzogen.

Education, Work, and Motherhood in Low and Middle Income Countries: A Review of Equality Challenges and Opportunities for Women with Disabilities

Inhalt: This study looks at the equality challenges and opportunities for women with disabilities in low and middle income countries (LMICs) to participate and succeed in education, employment and motherhood. It is based on a systematic review of the literature from academic and non-governmental organization databases. The search of these databases yielded 24 articles, which were subsequently passed through open, axial, and selective coding. The resulting review found that women with disabilities in LMICs have severe difficulty participating and succeeding in education, employment and motherhood due to a number of interrelated factors: (i) hampered access to education, employment, intimacy and marriage, (ii) stigma and cultural practices resulting in discrimination and prejudice, and (iii) lack of support from family, teachers and institutions - all of which are exacerbated by poverty. Support from families, communities, the government, and non-governmental organizations improves women’s ability to fulfil their social roles (as students, employees and mothers), resulting in a better quality of life. Strategies that create awareness, minimize poverty and facilitate justice may improve the opportunities for women with disabilities in LMICs to participate in education, employment and motherhood, as well as their ability to succeed in these domains.

A New Service Class in the Public Sector? The Role of Femonationalism in Unemployment Policies

Inhalt: This article aims to explore the content embedded in the figuration of ‘foreign-born unemployed women’ and how discourses of gender equality are used to create an emerging racialised service class within the Swedish public sector. Influenced by the concept of femonationalism, the article explores how the introduction of the Extra Services unemployment reforms facilitates the creation of a service class whose purpose is to make it possible for the regular workforce to continue to function despite cutbacks and the neoliberal management of professional care work in the public sector. The study identifies a shift in the discourse, where, while migrant women continue to be represented as victims in public discourses concerning unemployment, they are also represented as being lazy and unwilling to work, qualities that legitimate the need for more repressive interventions towards the group, often described as feminist interventions that will rescue migrant women and their children.

Inhalt: Dieser Beitrag erörtert, ob die machtkritischen feministischen Ansätze und Strategien des Cyberfeminismus für aktuelle, von Digitalisierung und Heterogenität geprägte Debatten im Bildungsbereich fruchtbar gemacht werden können. Cyberfeminismus wird zunächst als historische Bewegung verortet, die in ihrer Mannigfaltigkeit in die Kontexte poststrukturalistischer und künstlerischer Auseinandersetzungen mit Körper und Geschlecht gestellt wird. Theorien und Perspektiven des Cyberfeminismus werden anhand zentraler Texte vorgestellt und durch Beispiele unterfüttert. Ausgehend von aktuellen Projekten, die die technisch-medialen Fähigkeiten von Frauen im Sinne der Selbstermächtigung stärken wollen, wird eine Brücke geschlagen zu institutionellen Angeboten der MINT-Frauenförderung, die die Berufschancen von Frauen verbessern sollen. Schließlich wird der dekonstruktivistische Charakter des Cyberfeminismus betont und dazu angeregt, Digitalisierung als heterogenes gesellschaftliches Feld zu fassen, das offen für neue Praktiken und Diskursformationen ist.
Inhalt: The article discusses whether the critical feminist approaches and strategies of cyberfeminism can be put to good use in the context of current debates in the field of education which are characterized by digitalization and heterogeneity/diversity. Cyberfeminism is first defined as a historical movement which, in all its diversity, is placed in the contexts of poststructuralist and artistic explorations of body and gender. Theories and perspectives of cyberfeminism are presented based on key texts and are supplemented by concrete examples. Extending from current projects which aim to strengthen women’s technical/media skills in the sense of self-empowerment, a link is created to institutional offers which aim to increase women’s interest in MINT subjects (Mathematics, Information Technology, Natural Sciences and Technology) and to improve women’s career opportunities in these fields. Finally, the deconstructive nature of cyberfeminism is emphasized and the authors suggest regarding digitalization as a heterogeneous social field which is open to new practices and formats of discourse.

Inhalt: Regional integration in ASEAN, within the framework of ASEAN Community has three pillars. ASEAN Socio-Culture Community as one of the pillars brought the vision of equality of access toward education aligned with the United Nation Sustainable Development Goals. Specifically, integration higher education is institutionally spearheaded by the ASEAN University Network (AUN) established in 1995, which currently is still the only legitimate HEI’s platform under the ASEAN Secretariat. This paper discusses the question on the exclusivity of AUN membership that had created the narratives of doubt among the non-member universities of AUN. The research is conducted with the qualitative methods in triangulation design based on the primary data taken from in-depth interview and structured focus group discussion (FGD), supplemented by the desk study on current research on the area of regional integration and higher education management. The result presented the positive view on the question posed in the research. AUN is adapting to change, with several universities are now holding the status of associate membership. AUN also stated that they are under the preparation of making scheme and procedure of new membership application. As a unique space of integration in ASEAN, AUN is continuously adjusting to accommodate the needs of the greater audience.
