Von der Chancengleichheit zur gleichen Teilhabe: zur Rechtfertigung von Gleichstellungspolitik

Inhalt: In den letzten Jahren hat (auch) in Deutschland eine Verschiebung in der Begründung von Gleichstellungspolitik stattgefunden: von der Chancengleichheit zur gleichen Teilhabe. Wie ist dieser Wandel zu verstehen? Was sind seine normativen Implikationen? Diese Fragen verweisen auf das tieferliegende Problem, wie Gleichstellungspolitik gerechtfertigt werden kann und welche Konzeption von Gleichheit dafür angemessen ist. Der Text bearbeitet dieses Problem, indem verschiedene Dimensionen des Gleichheitsbegriffs expliziert werden. In einem ersten Schritt wird gezeigt, dass sich Kontroversen um Gleichstellung häufig auf der Ebene prozeduraler Gerechtigkeit bewegen, wobei formale und substanzielle Auffassungen von Verfahrensgleichheit aufeinanderprallen. In den weiteren Abschnitten werden dann drei Gleichheitskonzeptionen mit mehr oder weniger substanziellem Anspruch vorgestellt: meritokratische Chancengleichheit, distributive Gleichheit und demokratische Gleichheit. Diskutiert wird, inwiefern sie in der Lage sind, Maßnahmen und Instrumente der Gleichstellungspolitik zu begründen. Einzig die demokratische Gleichheit, so die zu entwickelnde These, kann die Verschiebung von der Chancengleichheit zur gleichen Teilhabe verständlich machen und einen normativen Rechtfertigungsrahmen für beide bereitstellen.

Inhalt: "Gegenstand dieses Beitrags ist die soziale Organisation der Geschlechterverhältnisse als Hierarchie zwischen Männern und Frauen vorwiegend in westlichen Ländern. Auf der Grundlage eines dualisierenden Denkmodells werden Frauen von Männern instrumentalisiert, ausgegrenzt und diskriminiert. Im Bereich der Arbeit manifestiert sich das in einer geschlechtsspezifischen Arbeitsteilung, der Vergeschlechtlichung von Tätigkeiten und Berufen, einer gläsernen Decke für Frauen in höheren Erwerbspositionen und dem Gender Pay Gap. Die Ungleichverteilung der Reproduktionsarbeit bildet das Fundament für eine geschlechtsspezifische Anerkennungsstruktur, die Frauen auf den Bereich der Liebesbeziehungen als einen zentralen Ort der Herstellung ihres Selbstbildes verweist, während Männer dieses stärker in der Öffentlichkeit generieren. Inhalt: "This paper deals with the social organization of gender relations as hierarchies between men and women mainly in western countries. Based on a dualistic model of thinking, women are instrumentalized, excluded and discriminated by men. In the area of work this is manifested in labour divisions between men and women, in gendered occupations and activities, a glass ceiling for women to prevent them moving into upper employment positions and the gender pay gap. Unequal distribution of reproductive and care labour is fundamental for gender specific structure of recognition that refers women more strongly to love relations as a place to generate self-perception, while men are more referred to the public as a space for self-perception. In love relations, the modern ideal of autonomy privileges men on the premise of their lower involvement in reproductive labour. Feminist political sciences should continue to question dualistic models of thinking and feminist politics should reduce gender specific labour divisions to end unequal power relations and social inequality between men and women." Women’s under-represented in higher education institutions and universities across the globe, and especially in the most powerful or influential posts, is well established. Despite gender equality commitments and women's educational attainment, still, they are underrepresented. Regions and countries may vary in term of culture, achievements and development, but barriers for women's representation in academia are surprisingly similar in many regions. Inhalt: Der Beitrag geht der Frage nach, welche betrieblichen Faktoren die Präsenz von Frauen in Führungspositionen beeinflussen. Hierbei interessiert uns auch die Rolle des Betriebsrats. Für unsere multivariate Analyse nutzen wir das IAB-Betriebspanel 2014 und verwenden Zähldatenmodelle mit der Anzahl Frauen im Führungsteam als abhängiger Variablen. Wir schätzen sowohl Modelle für die erste als auch für die zweite Führungsebene. Für die erste Führungsebene lassen sich Hinweise auf die in der Literatur beschriebenen Barrieren finden, die als gläserne Klippen und Böden bzw. Etagen, auf denen Frauen kleben bleiben, umschrieben werden. Insgesamt vermitteln die Ergebnisse aber vor allem den Eindruck, dass Frauen in "unattraktiven" Betrieben eher in Führungspositionen zu finden sind.

Gender sensitive policies: are there any changes in the Republic of Macedonia from 1990 to 2011?

Inhalt: One of the fundamental values of the constitutional order in the Republic of Macedonia is the principle of equality which guarantees the equal rights regardless of the gender. The recognition and the promotion of the gender equal opportunities are a necessary precondition for democratic development. In the past 24 years of the independence, the political parties in the Republic of Macedonia passed through various stages and changes, which include the attitudes of the parties towards women issues. This paper will research the capacity of the main political parties in the Macedonian bloc, SDSM and VMRO-DPMNE, to develop, adopt and implement gender sensitive policies. The research will be based on the analysis of the election programs regarding the Parliamentary elections in 1990, 2002 and2011. The analysis will cover the development of the gender sensitivity in the election programs of SDSM and VMRO-DPMNE for the period of two decades.
Gender and the right to non-discrimination in international human rights law

Inhalt: Discrimination against women based on the fact that they are women is a deeply rooted practice in all societies. However, the level of discrimination varies greatly with the level of development of the given society and strongly influences and vice versa it is influenced by the status of women in a given society. Addressing this gender-based discrimination is a difficult task because it is closely linked to the concept of equality, and state’s action and inactions. The article establishes that the States parties’ obligation is to ensure that there is no direct or indirect discrimination against women in their laws, sanctions, and other remedies and those women are protected against discrimination in the public, as well as, in the private spheres.

ineluctable precondition to quality education and research in Higher Education Institutes. It
should be the prime concern of educational administrators across the country to ensure that
students are safeguarded against attacks, threats and accidents, both man-
made and natural. It’s
just like the formula of SSS (safety, security and study). And also there is a suggestion by the
government of India to all the higher educational institutes, all universities may to have their
ordinance of their own and relevant statutory provisions to ensure the directions contained in the
guidelines are implemented in the best interests of student community.
