Inhalt: Dieses Papier bietet einen Überblick über die zentralen Schulen der kritischen Sicherheitsforschung und beleuchtet das Feld an zwei Beispielthemen. Im ersten Abschnitt werden drei der wichtigen Schulen der kritischen Sicherheitsstudien erklärt, Kopenhagen, Paris und Aberystwyth, dabei werden auch die Abgrenzungsmerkmale dieser Schulen sowohl voneinander als auch von der traditionellen Sicherheitsforschung erläutert. Grundsätzlich unterscheiden sich die drei Schulen von der traditionelleren Forschung dadurch, dass sie Sicherheit als sozial konstruierten Prozess betrachten in welchem sich gesellschaftliche Machtverhältnisse wiederspiegeln. Dabei unterscheiden sie sich in der Form, wie sie Sicherheit konzeptualisieren. Die Kopenhagener Schule sieht Sicherheit als diskursiven Prozess in welchem vor allem Sprache und Bilder im Vordergrund stehen. In Abgrenzung dazu verfolgt die Pariser Schule einen soziologischen und praxisbezogenen Ansatz, der vor allem Handlungen und Praktiken zentral in der Konzeption von Sicherheit und auch Unsicherheit sieht. Die Waliser Schule (Aberystwyth) sieht Sicherheit als einen Emanzipationsprozess, in welchem durch die Abwesenheit von Unsicherheit Sicherheit konstruiert wird. Im Papier wird ein umfassender Überblick über theoretische Konzepte und unterschiedliche Zugänge zur Sicherheitsforschung gegeben. Der zweite Abschnitt beschreibt die beiden Beispielthemen in welchen kritische Sicherheitsforschung zur Anwendung kommt, einerseits Sicherheit und Gender, anderseits Sicherheit und Technologie. Die kritische Sicherheitsforschung beschäftigt sich mit Geschlechterverhältnissen, da diese zusätzliche Machtverhältnisse innerhalb der Gesellschaft darstellen. Feministische Sicherheitsforschung beschreibt einerseits Thematiken in denen Frauen zentrale Akteure sind, andererseits auch Konzeptionen von Männlichkeit und Geschlecht als Kategorie. Kritische Sicherheitsforschung bezogen auf Technologie behandelt wiederum die Machtverhältnisse von Sicherheit, welche sich in der Produktion und Anwendung von Technologien wiederspiegeln. Abschließend wirft das Papier einen Blick auf die Lehre kritischer Sicherheitsforschung.

Social Media, Gender and the Mediatisation of War: Exploring the German Armed Forces’ Visual Representation of the Afghanistan Operation on Facebook

Inhalt: Studies on the mediatisation of war point to attempts of governments to regulate the visual perspective of their involvements in armed conflict – the most notable example being the practice of ‘embedded reporting’ in Iraq and Afghanistan. This paper focuses on a different strategy of visual meaning-making, namely, the publication of images on social media by armed forces themselves. Specifically, we argue that the mediatisation of war literature could profit from an increased engagement with feminist research, both within Critical Security/Critical Military Studies and within Science and Technology Studies that highlight the close connection between masculinity, technology and control. The article examines the German military mission in Afghanistan as represented on the German armed forces’ official Facebook page. Germany constitutes an interesting, and largely neglected, case for the growing literature on the mediatisation of war: its strong antimilitarist political culture makes the representation of war particularly delicate. The paper examines specific representational patterns of Germany’s involvement in Afghanistan and discusses the implications which arise from what is placed inside the frame of visibility and what remains out of its view.

Inhalt: Mediators are expected to include or uphold a growing number of norms in their interventions. For instance, inclusivity, gender equality, transitional justice, democracy promotion and the implementing instruments that accompany them are increasingly incorporated into the strategies of international and regional organizations, states and non-state actors that mandate mediation missions in conflicts around the world. This working paper takes one step back and asks whether mediators actually can, or have the agency to, promote these norms. It presents the analytical framework of a three-year multi-case research project on the role of mediators in norm diffusion. It examines what norms form part of the framework for mediation processes, if mediators promote these norms and how and what norms are internalized in the peace process. Through process-tracing, the research project will apply this analytical framework to mediation processes in Syria, South Sudan and Myanmar.
Das übergangene Wissen: Eine dekoloniale Kritik des liberalen Peacebuilding durch basispolitische Organisationen in Afghanistan

Inhalt: Afghanische basisdemokratische und feministische Akteure äußern deutlich ihren Widerspruch zum externen Peacebuilding - doch sie werden nicht gehört. Ihre Analysen und Ideen werden von Politik und Wissenschaft weitgehend ausgeschlossen. Darin schlägt sich, so kann die Autorin zeigen, die koloniale, epistemische Gewalt in der Weltpolitik nieder. Anschaulich und lebendig stellt sie das "unerwünschte Wissen" von vier afghanischen Organisationen vor, die in der künstlerischen Menschenrechtsarbeit, der feministischen Frauenorganisierung seit den 1970ern mit RAWA, dem Kampf gegen die Straflosigkeit von Kriegsverbrechern beziehungsweise dem besatzungskritischen Aufbau demokratischer Strukturen tätig sind. Die Studie ist eine bahnbrechende Pionierarbeit der dekolonialen Friedensforschung.

Book Review: Annie Pohlman: Women, Sexual Violence and the Indonesian Killings of 1965-66

Inhalt: This book provides the first in-depth analysis of sexualised violence perpetrated against female victims during the 1965/1966 massacres. To fully understand the atrocities of these events and their legacy in Indonesia, this book argues that it is essential to focus on gender and sex because many Indonesians are unaware of how broad the range of sexual violence perpetrated against women and girls was following the 1965 coup. As Ibu Lia (a pseudonym) has said, "people must know what happened" during the 1965/1966 period (p. 2). Ibu Lia was one of the main informants who recounted her experience during the mass killings. She was one of the many who survived but suffered greatly from the violence of 1965-1966. (author's abstract)

Inhalt: This study examines the disjuncture between the policy transposition of the Liberal Peace Project (LPP) in South Sudan from the country's local context. It underlines how deep rooted historical exclusion from social welfare services reinforces political exclusion and exacerbates poor civic engagement among different ethnicities in the country causing a constant relapse to violence. The study combines a qualitative review of data from Afrobarometer, the National Democratic Institute, international NGOs, and South Sudan's government reports within depth interviews and participants' observation. The research finds that restricted access to formal education alongside the conservative and orthodox approaches to peacebuilding, which broadly focus on centralised urban political institutions and exclude diverse local needs and preferences, limit citizenship participation to elections and preclude an equitable social order in South Sudan, establishing a continuum of fragile authoritarian peace, institutional peace and constitutional peace. In an emancipatory approach, the study proposes a framework that prioritizes an extended access to primary and post-primary vocational education as a more credible establishment for sustainable civil peace in the country. The LPP by the international community needs to be tailored to enhance the political will of the South Sudan government to extend free primary education access, incentivize primary education with school feeding programmes and to invigorate vocational training curricula. These will yield civil peace dividends, which avert South Sudan's structural source of relapse into violence with sustainable disincentives. Apart from women's empowerment through education and in all spheres of life, the government needs to ensure sustainability by guaranteeing a sustainable future for the present and for returning refugees by reducing the effects of climate change so as to cope with the increasing pressure on natural resources.
