Inhalt: Gendergerechtigkeit wird in Hochschulen in der EU im Rahmen des Programms Science with and for Society (SwafS) der Europäischen Kommission durch die Umsetzung von Gleichstellungsplänen aktiv gefördert. Die Erarbeitung und Umsetzung von Gleichstellungsplänen wurde durch die Beteiligung an EU-Projekten in irischen sowie italienischen Hochschuleinrichtungen stark beeinflusst. Dieser Beitrag bezieht sich auf Erfahrungen des EU-Projekts SAGE (H2020), bei dem irische und italienische Universitäten kooperieren, die Athena SWAN Charta in Irland, den Aktionsplan Piano di Azioni Positive (PAP) in Italien und Interviews mit Gender- Expert*innen irischer und italienischer Hochschuleinrichtungen. Es wird untersucht, inwieweit die Teilnahme an EU- und nationalen Initiativen ähnliche Ergebnisse erzielen kann. Der Beitrag kommt zu dem Schluss, dass eine abgestimmte Strategie, die sich auf gemeinsame Prioritäten konzentriert und kulturelle, politische und soziale Vielfalt berücksichtigt, die Internationalisierung des Hochschulsektors fördern und den Prozess zur Herstellung von Gendergerechtigkeit in der Wissenschaft beschleunigen könnte.

Upward convergence in gender equality: How close is the Union of equality?

As achievements in gender equality vary considerably by Member State, it is important to understand the evolution of disparities between the Member States and the implications this has for upward economic and social convergence in the EU. Crucially, the impact of the COVID-19 crisis not only threatens to undo past achievements but may well result in increasing disparities between Member States. This policy brief, which was jointly prepared by Eurofound and EIGE, investigates patterns of convergence in gender equality as measured by the Gender Equality Index in the Member States over the 2010–2018 period.”

Inhalt: This Guidance supports organisations to meet the Gender Equality Plan (GEP) eligibility criterion of the Horizon Europe Framework Programme for Research and Innovation 2021-2027. For Horizon Europe calls for proposals with deadlines in 2022 and beyond, applying public bodies, research organisations and higher education institutions, from EU Member States and associated countries, must have a GEP or equivalent strategy in place to be eligible for funding. This Guidance presents the components of the eligibility criterion as set by the European Commission, explains what these requirements mean in practice when developing and implementing a GEP or reviewing the equivalence of existing plans or policies, and provides concrete practical examples, building on existing materials, good practices and various resources that support gender equality in research and innovation (R&I) at national and institutional levels.
This Guidance supports organisations to meet the Gender Equality Plan (GEP) eligibility criterion of Horizon Europe. Certain categories of legal entities applying to Horizon Europe must have a GEP or equivalent strategy in place to be eligible for funding. The Guidance builds on existing materials and resources that support gender equality in research and innovation (R&I), in particular the Gender Equality in Academia and Research (GEAR) tool, co-developed by the European Institute for Gender Equality (EIGE) and the European Commission’s Directorate General for Research and Innovation, that includes further advice, case studies and resources for developing
a GEP. This Guidance: a. Presents the components of the eligibility criterion as set by the European Commission and detailed in the Horizon Europe technical and administrative documents;
b. Explains what these requirements mean in practice when developing and implementing a GEP or reviewing the equivalence of existing plans or policies;
c. Provides examples to illustrate the steps taken by other organisations and identifies guidance or resources that are already available.

Ljubljana Declaration Gender Equality in Research and Innovation

Inhalt: The Ljubljana Declaration refers to shared European values and calls on Member States and other countries to fully acknowledge gender mainstreaming as a horizontal principle and jointly work on improvement in six priority areas of gender equality:
Ensure fair, open, inclusive and gender equal career paths in research, and consider intersectional perspectives on gender inequalities;
Facilitate mutual learning opportunities through form-follows-function robust governance;
Employ existing and newly developed tools, such as Gender Equality Plans, to facilitate systemic institutional change and remove institutional barriers;
Address and counteract gender-based violence;
Support active monitoring and evaluation to ensure continuous improvement; and
Leverage synergies to enhance gender equality achievements within the European Research Area, but also within complementary fields such as the European Higher Education Area, Cohesion policy funds, innovation ecosystems, as well as in international cooperation.
The Declaration was drafted ”bottom up”, with the support of the current and upcoming Trio Presidencies European Research Area and Innovation Committee (ERAC) Standing Working Group on Gender in Research and Innovation (SWG GRI) representatives.

Delivering gender justice in academia through gender equality plans? Normative and practical challenges

Inhalt: This paper employs the concept of epistemic justice to examine the potential for gender equality plans (GEPs) to bring about sustainable transformative change towards gender equality in higher education. Mindful of both the limitations and opportunities of gender policy interventions, the paper highlights the importance of approaching gender inequality as a problem of justice and power rather than as an issue of ‘loss of talent’. The paper draws on Fricker’s account of epistemic justice as well as on Bourdieu’s analysis of power in the academic field, to evaluate seven gender equality plans in European universities for their potential to transform gender‐power relations in academia. The analysis reveals that insufficient attention is paid to the role of academic power in creating gender injustice at all institutional levels and to the role of organisational culture in the perpetuation of gender inequalities in those settings. The study suggests that the incorporation of an epistemic justice lens in the creation of GEPs would address gendered power relationships and lead to sustainable equitable outcomes.

Taking the position that historians of gender and education find the concept of transnationalism very useful for a deeper understanding of historical change and situations, the editors and their contributors employ a transnational perspective to explore the complex and entangled dimensions of a history of education that transcends regional and national boundaries through a variety of approaches (e.g. through exploring new fields of research, sources, questions, perspectives for interpretation, or methodologies). In doing so, they also undertake to open up a transnational global perspective for the historiography of education.”

Gender Equality Plans as a catalyst for change : ERAC 1202/21

Inhalt: This report has been drafted by the SWG GRI Taskforce on Gender Equality Plans with the support of external experts. It addresses the policy instrument of Gender Equality Plans (GEPs) and presents the main findings of a survey carried out by the Standing Working Group on Gender in Research and Innovation (SWG GRI) among its members to assess the adoption of GEPs by Member States (MS) and Associated Countries (AC) and to identify the needs related to the implementation of GEPs at the national level.
Based on the responses, the report identifies the following eight main challenges: 1) Building political consensus to achieve substantive change through GEPs; 2) Policy coordination to build a common definition of a GEP requirement; 3) Monitoring and evaluation of GEP implementation; 4) Uptake of GEPs by RPOs at the national level; 5) Mobilising support and resources to build capacities at the national level; 6) Involvement of the private sector; 7) Knowledge development, capacity building and mutual learning at the EU level; 8) Inclusiveness with a special focus on intersectionality. To these challenges, SWG GRI presents eleven recommendations to the Commission Member States, and Associated Countries.
