Expert/inn/en plädieren daher für breitere gesellschaftliche Diskurse zur Neujustierung von Umverteilungsprinzipien und Gerechtigkeitsstandards, wenn es darum gehen soll, einen neuen, gesellschaftlich tragfähigen Kompromiss zu finden. Der Beitrag stützt sich auf Ergebnisse einer explorativen Studie zu divergierenden Gerechtigkeitsvorstellungen in der Gesellschaft auf der Grundlage von Dokumentenanalysen und Experteninterviews." Inhalt: "With the perceived increase in social inequality, the issue of social justice has once more become a significant feature of political und public discussions. The recently introduced so-called Elterngeld (parental allowance) is one example which triggered a controversial debate. In a nuthshell, this is reflecting the wider dispute over the power of redefining justice with regard to gender relations. This paper discusses how the requirements and expectations of the population with regard to social justice have in fact become more heterogeneous and complex than actual political lines of conflict have otherwise portrayed. The paper thus advocates broader social discourses: if a new, socially acceptable compromise is to be found, then principles of redistribution and standards of social justice need to be realigned. The paper is based on the results of an explorative study of divergent perceptions of justice in society on the basis of document analyses and expert interviews." (author's abstract)

Apart from feminist theory and international gender studies, this topic is located in migration
studies and social theory as well. It is proposed to analyse the transformation of gender
norms in processes of migration in connection with the changes taking place in the domain of
labour, namely the increasing tertiarisation in post-industrial societies on the one hand, and a
globalising economy and international distribution of labour following from this on the other. A
concept for transnational gender orders is outlined, proposing that, along with these economic
and structural processes, normative requirements and ascriptions for social actors are
emerging as well. They target the gender performance of women as actors of migration, insofar
as an assumed universal gender socialisation as women is becoming a qualification

Inhalt: Kriegerische Auseinandersetzungen beinhalten oftmals Menschenrechtsverletzungen und haben zudem geschlechtsspezifische Effekte. Sie wirken sich prekär auf die Lebenssituation und Sicherheitslage von Frauen in Krisengebieten aus. Die UN und die EU haben sich dazu bekannt, Menschenrechte im Rahmen ihrer Friedensbemühungen verstärkt zu fördern und integrieren zunehmend formale Menschenrechts- und Genderkomponenten in Friedenseinsätze. Diese sollen die menschenrechts- und geschlechtersensible Ausgestaltung der Einsätze unterstützen und Menschenrechts- und Genderfragen in Friedensprozessen aktiv angehen. Dennoch bleiben menschenrechtliche und geschlechtersensible Aspekte in der praktischen Durchführung von Friedenseinsätzen bislang häufig marginalisiert. Das Deutsche Institut für Menschenrechte hat sich daher mit der Frage befasst, was Menschenrechts- und Genderkomponenten in der Praxis leisten und wie sie auch zu Friedenssicherung und -konsolidierung beitragen. Die Studie beschreibt Beispiele für Gute Praxis und zeigt den positiven Einfluss von Menschenrechts- und Genderkomponenten auf die Menschenrechtssituation in Einsatzländern sowie auf Friedensprozesse.
Frauenhandel und Zwangsprostitution in Bosnien und Herzegowina

Inhalt: "Human Trafficking is a phenomenon often observed in post-conflict environments and as such can be analysed from the stand of peace and conflict studies. Trafficking in women for the purpose of forced prostitution has been a serious problem in post-war Bosnia and Herzegovina. A prominent approach is to look at the international personnel as a factor influencing the fast growing sex industry. I argue that such a view is too short-sighted and that social factors play a vital role for the degradation of women to objects. The militarisation of society and a hatred of women before, during and after the war facilitated the trafficking in women. After having looked at the phenomenon of trafficking and reasons for women to migrate, I then examine the factors that helped to make Bosnia and Herzegovina a destination country for trafficked women. One factor that remains is the involvement of international personnel. The trafficking was facilitated by a weak juridical system and a corrupt police. Then I turn to the factors within the Bosnian society: I show that even though the communists declared the 'women's question' as solved, they could not change gender relations in former Yugoslavia to a true gender equality. During the break-up of Yugoslavia, traditional gender relations became part of the war strategy, using gender images either to form a group or dissociate it from the other. In this context, rape also aimed at humiliating the other groups and served as a tool of communication between men. This misogynist strategy laid ground for trafficking and trading women like commodities. The presence of international personnel is thus only one factor for the expansion of prostitution, albeit the most visible. The other factors are deeper embedded within society and its specific postconflictsituation." (author's abstract)

Female autonomy and gender gaps in education in Pakistan

Inhalt: In this study we examine whether gender bias in education depends on the extent of female decision-making power. Household headship is used as a measure of female autonomy, with different types of households theorized to reflect varying degrees of female autonomy. Most female-headed-households in Pakistan are formed either because women are widowed or because husbands migrate. Women in male-headed-households are hypothesized to have least autonomy followed by married women heads whose migrant husbands may retain some decision-making power. Widow heads are hypothesized to have the greatest degree of autonomy among women in different households. The econometric findings suggest that married women heads gender-discriminate as much as male heads but that widow-heads have significantly lower bias against girls in enrolment decisions than male heads. The results also suggest that educated female heads gender differentiate less than both uneducated female heads and than male heads. The evidence suggests that households having better educated women with more independent status discriminate against the education of their daughters less than other households.

Inhalt: "Economic globalization, welfare state transformation as well as political and social change on national and supranational level impact on national labor markets in advanced societies in complex ways. From a gender perspective, these dynamics of change entail deregulation as well as re-regulation of employment systems and at the same time are triggered by shifts in gender relations. Addressing this complexity poses challenges to scholarly research comparing employment systems and systemizing cross-national variations of labor market regimes which tend to neglect gender relations as a relevant factor of change. This context sets the framework for our question on how ongoing changes in employment systems and in gender relations are taken up in recent scholarship. We focus on three approaches prominent in the mainstream scholarly debate which address the current state of employment systems in advanced economies in comparative perspective spanning from political economy to micro economics and economic sociology, namely the Varieties of Capitalism (VOC) approach (Hall/ Soskice 2001), Marsden's micro-economic theory of employment systems (1999) and Fligstein's work 'The architecture of markets' (2001). The approaches differ in the assignment of agency (to firms, employees and the state) as well as in the assessment of the role of educational institutions for shaping employment systems.
