Inhalt: "For many years women tended to vote more conservative than men (the ‘old’ gender vote gap), but since the 1980s this gap in many countries has shifted direction: now women in many countries are more likely to support left parties than men of the same age, in the same income bracket, and at the same educational level (the ‘new’ gender vote gap). The literature largely agrees on a set of political-economic factors explaining the change in women’s political orientation: changed employment patterns, women’s higher educational achievements, and higher divorce rates. These trends turned women into supporters of generous social programs that promise to ‘de-familialize’ services formerly provided privately within the family. In this paper, we demonstrate that these conventional political-economic factors fall short in explaining the old gender vote gap. We may therefore also harbor doubts whether they provide us with a full story for the new gender vote gap. Instead, we highlight the importance of religion for the gendered pattern of voting behavior that we observe. We argue that where vote choice expressed preferences on a non-economic, i.e. mainly religious issue dimension, parties in the past could afford – at least to some extent – ignoring voters’ socio-economic interests. Given that surveys show us a constantly higher degree of religiosity among women and a relatively persistent and strong impact of religion on vote choice, religion can indeed, we argue, explain a substantial part of the old and new gender vote gap." NGOs in India: the challenges of women's empowerment and accountability

Inhalt: By examining how NGOs operate in Southern India in the early 2000's, this book discusses the challenges faced by small, local NGOs in the uncertain times of changing aid dynamics. The key findings focus on what empowerment means for Indian women, and how NGO accountability to these groups is an important part of the empowerment being realised. The notion of community empowerment, in which the 'solidarity' of a group can be a path to individual empowerment, is discussed, as well as analysing how empowerment can be a useful concept in development. Based on case studies of 15 NGOs as well as in-depth interviews with 80 women's self-help groups, the book highlights the key features of effective empowerment programs. The author uses innovative statistical analysis tools to show how a key factor in empowerment of marginalised women is the accountability relationship between themselves and the supporting NGO. The book goes on to discuss the ways that NGOs can work with communities in the future, and recognises the limitations of a donor-centric accountability framework. Reporting Romania's 2009 European elections: press coverage and viability of the male and female candidates

Inhalt: This article aims to analyze and compare the press coverage of the two most visible male and female candidates for a Member of the European Parliament office during the campaign for the European elections held in Romania, June 2009. The present study examines a month of coverage in the four most influential broadsheets and tabloids in Romania: Cancan, EvenimentulZilei, Gândul and Libertatea. Using a design of content analysis, the results of this paper emphasize that Elena Băsescu received less coverage than did George Becali. There were also found qualitative differences in coverage, attributed to Elena Băsescu’s gender, who was depicted as not being viable to represent the Romanians interests in Brussels.

Inhalt: Im Rahmen des Forschungsprojekts "Sozialdemokratinnen im Parlamentarischen Rat und im Deutschen Bundestag 1948/49 – 1969" wurden 38 Biografien von allen sozialdemokratischen Frauen im Parlamentarischen Rat (1948/49) und in den Bundestagen der ersten bis fünften Wahlperiode (1949-1969) erstellt. In diesem Beitrag geht es um die Biografien von zwei dieser Mitglieder, Frieda NADIG und Dr. Elisabeth SELBERT. Zunächst werden das methodische Vorgehen und die Quellenlage erläutert. Anschließend werden die Biografien der beiden SPD-Parlamentarierinnen bis zu der Zeit ihres Zusammentreffens im Parlamentarischen Rat vorgestellt. Dabei soll auch die NS-Zeit angesprochen werden, die für die parlamentarische Arbeit beider Politikerinnen einen wichtigen Hintergrund darstellte. In einem dritten Schritt folgt die Darstellung ihres gemeinsamen politischen Kampfes um die Einschreibung des Satzes "Männer und Frauen sind gleichberechtigt" in das Grundgesetz der Bundesrepublik Deutschland. Durch einen Ausblick auf die Weiterarbeit in verschiedenen politischen Gremien soll die Relevanz der Institutionen, die den Lebenslauf der beiden Politikerinnen gestalteten und das individuelle Leben konstruierten und repräsentierten, in der historischen Situation erfasst werden.
Inhalt: Within the scope of the research project "Female Social Democrats on the Parliamentary Council and the German Bundestag 1948/49-1969," 38 biographies from all the women of the Parliamentary Council (1948/49) and the first five legislative periods (1949-1969) of the German Bundestag were conducted. This paper is about its members Frieda NADIG and Dr. Elisabeth SELBERT. First the methodology and the body of source material will be elucidated. Thereafter, the biographies of the two female members of Social Democrats in the parliament will be introduced up to the point when they were both members of the parliamentary council. The National Socialist period will be discussed within this context since it forms the backdrop for the later political work of both politicians. Thirdly, their common political fight for the inclusion of the sentence: "males and females have equal rights" into the constitution of the German Republic will be presented. Finally, through reviewing the continuing work in various political bodies, the significance of the political institutions that influenced and shaped their lives will be put into historical context.

Auch radikale politische Einstellungen und Verhaltensweisen wie Provokanz und Normbrüche, mittels derer sich die Jugendlichen von ihrer Herkunftsfamilie lösen und sich zugleich von der etablierten Erwachsenenwelt absetzen wollen, gelten als typisch für diese Lebensphase und werden häufig als Durchgangsphänomene bewertet. Trifft dies aber auch auf die Hinwendung zu politisch extremen Überzeugungen zu? Am Beispiel des Rechtsextremismus wird in diesem Beitrag argumentiert, dass der Fokus auf die Gruppe der Jugendlichen den Blick auf die vor allem auch unter Erwachsenen verbreiteten rechtsextremen Einstellungen verstellen kann. Inhalt: "The time of adolescence appears to be an 'extreme' time for the developing individual: The rich variety of developmental tasks which girls and boys have to solve during their teenage years is partly held responsible for a certain amount of problem behaviour. Breaking taboos like heavy drinking or being rebellious and also the sticking to radical political ideas are mainly judged as 'normal' events on the way of youngsters to adulthood. So, is political extremism of young people also a mere developmental phenomenon? Using the example of right wing extremism, this paper will argue against the idea that embracing extreme political ideas is a mere developmental phenomenon. Besides the often researched individual reasons for entering political extreme groups there will be emphasized the impact of societal discourses and power relations for adopting political extreme convictions." Inhalt: "Though women's suffrage was federally mandated in the United States by the nineteenth amendment in 1920, many states had granted suffrage to women prior to that and most of these early suffrage states were clustered in the west. The author revisits some of the popular conjectures that have been put forward to explain why these states moved first to give women the vote and offer a hypothesis of partisan competition leading to suffrage extension. Using event history analysis, she finds strong evidence that early enfranchisement of women in the western states was driven by the intensity of competition between Republicans and Democrats, as well as by adverse female-male ratios and greater concentration of the population in urban areas. Moreover, as might be expected from the geographic concentration of the suffrage states, she finds evidence that suffrage adoption was strongly and positively related to whether a neighboring state had women's suffrage. Also, the 'risk' of suffrage enactments was increasing over time foreshadowing the success of the nineteenth amendment." (author's abstract)

Inhalt: "Mit der Wiedervereinigung trafen neben ökonomischen, kulturellen und politischen Differenzen der Deutschen in Ost und West auch unterschiedliche Geschlechterbilder aufeinander. Frauen in der DDR, so wollte es die offizielle sozialistische Doktrin, waren gleichberechtigt. Entlang dieser Doktrin richtete sich der Alltag aus. In der Bundesrepublik hatte sich ein traditionelles Verständnis der Geschlechterverhältnisse durchgesetzt. Daneben gab es Frauen, die in der Frauenbewegung gegen Marginalisierung und Ungleichheit kämpften. Diese unterschiedliche Sozialisation prägt bis heute Rollenverhalten und Handlungsstrategien von Frauen im Parlament. Folge der unterschiedlichen Geschlechter-(selbst-)bilder ist, dass Frauen aus dem Osten stärker vom Ausschluss aus parlamentarischen Strukturen betroffen sind als ihre westlichen Schwestern." Inhalt: "With German reunification not only did economic, cultural and political differences clash, but also differences concerning (the representation of) gender issues. Women living in the German Democratic Republic were considered equal; at least this was the goal the socialist doctrine strived for. Women's role in everyday life had been shaped by this perception. In the Federal Republic of Germany a traditional understanding of gender roles was predominant. Simultaneously some women were active in the feminist movement fighting against inequality and marginalization. These different socializations continue to influence the behavior and strategies of women in parliament up the current day. Due to the different (self-)images of gender women from Eastern Germany are more often excluded from the main parliamentary structures than their western sisters." (author's abstract)
