Inhalt: In der vorliegenden Studie wurde der Zusammenhang von industrieller Einfacharbeit, Geschlecht und Digitalisierung untersucht. Das explorativ angelegte Vorgehen umfasste die quantitative und qualitative Analyse der industriellen Einfacharbeit aus einer Geschlechterperspektive. Die zentralen Ergebnisse lassen darauf schließen, dass Industrie 4.0 in den untersuchten Betrieben noch gar nicht angekommen ist. Frauen scheinen in dieser Phase der Digitalisierung einerseits als eine Art Flexibilitätspotenzial oder auch als 'Lückenbüßerinnen' in der technischen Entwicklung zu dienen. Andererseits bestehen in diesen Suchprozessen der Arbeits- und Technikgestaltung gute Chancen, Einfluss auf die anstehenden Digitalisierungsprozesse zu nehmen. Die Ergebnisse der Studie sollen den Blick für mögliche Interventionen öffnen. Sie geben Hinweise auf Aushandlungspotenziale, mögliche Grenzen und erste Ansätze in Richtung einer geschlechtergerechten Arbeit 4.0.

Inhalt: In der industriellen Einfacharbeit ist ein leichter Anstieg der Beschäftigten insgesamt zu verzeichnen. Es gibt vielfältige Muster von industrieller Einfacharbeit, die auch durch das Geschlechterverhältnis bestimmt sind. In einigen Betrieben werden Frauen in Prozessen der Digitalisierung von Arbeit eher als 'Flexibilitätspotenzial' angesehen. Gleichzeitig gibt es auch positive Entwicklungen, die mit einer Aufwertung der Arbeit von Frauen verbunden sind

Patterns of Overeducation in Europe: The Role of Field of Study

Inhalt: This study investigates the incidence of overeducation among graduate workers in 21 European Union countries and its underlying factors based on the European Labor Force Survey 2016. Although controlling for a wide range of covariates, the particular interest lies in the role of fields of study for vertical educational mismatch. The study reveals country differences in the impact of these factors. Compared to Social sciences, male graduates from, for example, Education, Health and welfare, Engineering, and ICT (Information and Communication Technologies) are less and those from Services and Natural sciences are more at risk in a clear majority of countries. These findings are robust against changes of the standard education. Moreover, some fields show gender-specific risks. We suggest that occupational closure, productivity signals and gender stereotypes answer for these cross-field and cross-country differentials. Moreover, country fixed effects point to relevant structural differences between national labor markets and between educational systems.

The Idea of Home in a World of Circulation: Steam, Women and Migration through Bhojpuri Folksongs

Inhalt: The historical juncture of the 1840s to 1860s witnessed three developments: first, the introduction of the new means of communication (steamships and railways); second, new industrial and plantation investments in and outside of India, creating demand for labour; and third, the expansion of a print culture that went beyond the urban elite domain to reflect the world of small towns and villages. In this constellation of social, economic, and technological changes, this article looks at the idea of home, construction of womanhood and the interlaced lifecycles of migrant men and non-migrant women in a period of Indian history marked by “circulation”. Moving away from the predominant focus on migrant men, the article attempts to recreate the social world of non-migrant women left behind in the villages of northern and eastern India. While engaging with the framework of circulation, the article calls for it to be redesigned to allow histories of mobility and immobility, male and female and villages and cities to appear in the same analytical field. Although migration has been reasonably well explored, the issue of marriage is inadequately addressed in South Asian migration studies. “Separated conjugality” is one aspect of this, and the displacement of young girls from their natal home to in-laws’ is another. Through the use of Bhojpuri folksongs, the article brings together migration and marriage as two important social events to understand the different but interlaced lifecycles of gendered (im)mobilities.

Inhalt: Frauen in der Politik sind nicht mehr die Ausnahme, aber noch längst nicht die Regel. Auch nach 100 Jahren Frauenwahlrecht dominieren unverändert Männer und 'Männlichkeit' den politischen Raum. Gender bahnt sich in Gestalt von Geschlechternorm, Geschlechterordnung und Geschlechterstruktur (Pimminger 2012) unverändert Wege, Ausschlüsse für Frauen zu erzeugen. Politikerinnen unterliegen daher gegenwärtig einer paradoxen Situation gleichzeitiger Einschlüsse und Ausschlüsse. Der auf einer empirisch-analytischen Untersuchung basierende Beitrag geht diesen Einschlüssen und Ausschlüssen am Beispiel hauptamtlicher Bürgermeisterinnen nach, indem er die Verteilung von Handlungsressourcen auf Kandidatinnen (Wahlsituation) bzw. Bürgermeisterinnen (Regierungssituation) und auf ihre männlichen Amtskollegen miteinander vergleicht. Die Verteilung der Handlungsressourcen ergibt für die Kandidatinnen bzw. Bürgermeisterinnen nachteilige Ausgangslagen. Diese geringeren Chancen auf Erfolg können jedoch dem tatsächlichen Erfolg der Kandidatinnen bzw. Bürgermeisterinnen nichts anhaben. Damit wird den 'männlichen'‘ Standards, die der Verteilung der Handlungsressourcen zugrunde liegen, einmal mehr ihre Legitimationsgrundlage entzogen.

Gendered Segregation in Danish Standing Parliamentary Committees 1990-2015

Inhalt: Denmark was among the first countries to achieve female enfranchisement to the national parliament (1915) and it is a society with a long tradition for gender equality policies and women’s rights. 100 years later, the Danish case gives grounds for reflections on gender balance, on segregation and positions occupied by women in national parliaments. Drawing on insights from literature on gender and politics and on parliamentary committees, the article asks what the gendered distribution of seats and chairs is in the Danish parliament, the Folketing, and what can explain these gendered patterns. To answer these questions, this article investigates the horizontal and vertical gendered segregation of standing parliamentary committees of the Danish parliament 1990-2015 based on an explorative, longitudinal study. The results show that the Danish parliament is characterized by both vertical and horizontal segregation in relation to parliamentary committees. Both categories of segregation are declining over time, but the analysis reveals interesting patterns of change and stability especially for the horizontal segregation. Several committees have an over-representation (social, education and research and health) and under-representation of women (defence, finance and transport). A number of committees are characterized by a share of 30-40% women. This category is especially interesting as it points towards a decline in horizontal representation.

Inhalt: Die Studienarbeit beschäftigt sich mit der Fragestellung, welche Auswirkungen die vom Bundesverfassungsgericht geforderte Einführung eines dritten Geschlechts auf die Arbeit mit intersexuellen Menschen hat. Hierbei wird der Fokus auf geschlechtsgetrennte Angebote und geschlechtsgetrennte Räume gelegt. Die Arbeit zeigt Problematiken auf und dient als Einführung in eine Diskussion, die durch das Umdenken der Gesellschaft weg von einer binären Geschlechterwelt notwendig wird.

Inhalt: This study ascertained the significant effectiveness of Nigeria’s microfinance model of financial inclusion on women empowerment. Following reforms in the financial system geared towards enhancing women financial inclusion and digitalization of financial products and services, its effect on women empowerment becomes imperative. Specifically, we evaluated the effect of available microfinance banks’ products in rural communities via rent savings, child education, new born and daily savings account on women empowerment. A descriptive survey design was utilized to realize our objective. Two hundred (200) questionnaires were distributed to respondents, out of which one hundred and ninety (190) were fully completed and used for the analysis. After checking for internal reliability of the responses through the Alpha Cronbach’s test, we proceeded to applying Pearson correlation and regression estimations. From the regression estimation, we identified a positive and significant relationship between women empowerment and microfinance banks’ products: rent savings, child education, new born and daily savings account. Thus, microfinance model is a policy in the right direction that will result in more financial inclusion of the women population especially, in rural communities. Subsequently, we recommend the creation of more women tailored products by microfinance banks. This will avail them the opportunity to choose from variety of products and services that specifically suit their needs. Furthermore, collateral for women to access finance from these microfinance banks should be community/socially based rather than individually based.

Blood is Thicker than Water: Family Ties to Political Power Worldwide

Inhalt: This article analyzes the relevance of family ties for the recruitment of chief executives - presidents or prime ministers - with special emphasis on gender. Based on a cross-national data-set examining political chief executives from 2000-2017 in five world regions (Sub-Saharan Africa, Latin America, Asia, Europe, and North America), we test several hypotheses and present four main results. First, belonging to a political family (BPF), is an advantage to entering national executive positions around the world, for both democracies and non-democracies. Among those with a sizeable number of executives in this period, regions range from 9 percent (Africa) to 13 percent (Latin America and Europe) of executives BPF. Second, executives’ family ties are more powerful (with a previous chief executive) in Asia, Africa, and Latin America and more direct (with an immediate family member) in Asia and Africa. Across the globe, women only made up 6% of chief executives in the time period. Third, females who manage to become chief executives are more often BPF than their male counterparts, particularly in Asia and Latin America. Fourth, regardless of region, family ties nearly always originate from men, not women.
