(prh)

Grounds for concern: an Australian perspective on responses to sexual assault and harassment in university settings

Inhalt: This chapter examines the limited attention given to prevention within Australian policy responses to sexual assault and harassment in university settings. It draws on the findings of Change the Course: National Report on Sexual Assault and Sexual Harassment at Australian Universities , released by the Australian Human Rights Commission in 2017. The chapter first describes the historical and political context for the survey, which was initiated in response to the problem of sexual violence in Australian campuses. It then considers the initial steps taken following the release of the survey with the goal of strengthening Australian university responses to sexual harassment and assault. It also discusses recent developments from universities with regard to the problem of sexual violence and some of the key challenges that need to be addressed. Finally, it suggests a long-term approach to address sexual assault and harassment that shifts the focus from risk management to harm prevention.

The practice and perceptions of RRI-A gender perspective
Autor/in:
Bührer, Susanne; Wroblewski, Angela
Quelle: Evaluation and program planning, 77 (2019)
Inhalt: Little is known to date about the practice and perceptions of RRI among researchers in Europe as well as the integration of the gender dimension into everyday RRI practices. This lack was addressed by two large-scale surveys that were launched in the course of the EU-funded MoRRI project (Monitoring the evolution and benefits of RRI, Contract number RTD-B6-PP-00964-2013, Duration 09/2013-03/2018). The analysis shows that the institutional environment positively influences the degree of RRI activities and the general attitudes towards more responsible research and innovation: researchers working in an institutional environment that systematically supports the practice of RRI are more active in RRI practices than researchers who do not rely on such structures. For the gender equality dimension, this means that institutions with a gender equality plan (GEP) in place are more inclined to support female researchers than institutions without such institutional incentives. Furthermore, researchers with experiences in EU-funded projects are more likely to be engaged in RRI activities. Even if female researchers have a stronger inclination to engage with society than their male counterparts, gender competence proves to be the relevant distinguishing criterion. Gender competent researchers are more often involved in other RRI activities.

Feminist Repetitions in Higher Education : Interrupting Career Categories
Autor/in:
Breeze, Maddoe; Taylor, Yvette
Quelle: Cham: Palgrave Macmillan (Palgrave pivot), 2020. 129 S
Inhalt: To do feminism and to be a feminist in higher education is to repeat oneself: to insist on gender equality as more than institutional incorporation and diversity auditing, to insert oneself into and against neoliberal measures, and to argue for nuanced intersectional feminist analysis and action. This book returns to established feminist strategies for taking up academic space, re-thinking how feminists inhabit the university and pushing back against institutional failures. The authors assert the academic career course as fundamental to understanding how feminist educational journeys, collaborations and cares and ways of knowing stretch across and reconstitute academic hierarchies, collectivising and politicising feminist career successes and failures. By prioritising interruptions, the book navigates through feminist methods of researcher reflexivity, autoethnography and collective biography: in doing so, moving from feminist identity to feminist practice and repeating the potential of queer feminist interruptions to the university and ourselves.

Disciplined discourses: The logic of appropriateness in discourses on organizational gender equality policies
Autor/in:
Amstutz, Nathalie; Nussbaumer, Melanie; Vöhringer, Hanna
Quelle: Gend Work Organ (Gender, Work and Organization), (2020)
Inhalt: Organizational gender equality policies must address critical issues in organizations, as well as challenge hierarchies and the unequal distribution of power and resources. At the same time, they are reliant on acceptance by organizations when developing an official course of action. On the basis of a neo‐institutional perspective, this study investigates how gender equality discourses are disciplined so that they fit organizational expectations by maintaining the rationality myth of the organization. The empirical analysis of four Swiss organizations demonstrates that, although they intend to reduce gender inequalities, their gender equality policies are shaped by a logic of appropriateness that leads to a continuous reproduction of heteronormativity within gender equality policies. This study thus contributes to the understanding of how the logic of appropriateness protects the heteronormative matrix in organizations by disciplining gender equality discourses.
Gender Differences in Job Search and the Earnings Gap: Evidence from Business Majors
Autor/in:

Quelle: (IZA Discussion Paper), 2021.
Inhalt: "To understand gender differences in the job search process, we collect rich information on job offers and acceptances from past and current undergraduates of Boston University’s Questrom School of Business. We document two novel empirical facts: (1) there is a clear gender difference in the timing of job offer acceptance, with women accepting jobs substantially earlier than men, and (2) the gender earnings gap in accepted offers narrows in favor of women over the course of the job search period. Using survey data on risk preferences and beliefs about expected future earnings, we present empirical evidence that the patterns in job search can be partly explained by the higher levels of risk aversion displayed by women and the higher levels of overoptimism (and slower belief updating) displayed by men. We develop a job search model that incorporates these gender differences in risk aversion and (over)optimism about prospective offers. Our counterfactual exercises show that simple policies such as eliminating “exploding offers” by allowing students to hold onto offers for an additional month, or providing them with accurate information about the labor market, can reduce the gender gap significantly."

Inhalt: The Transgender Studies Reader Remix assembles 50 previously published articles to orient students and scholars alike to current directions in the fast-evolving interdisciplinary field of transgender studies.
The volume is organized into ten thematic sections on trans studies’ engagements with feminist theory, queer theory, Black studies, science studies, Indigeneity and coloniality, history, biopolitics, cultural production, the posthumanities, and intersectional approaches to embodied difference. It includes a selection of highly cited works from the two-volume The Transgender Studies Reader, more recently published essays, and some older articles in intersecting fields that are in conversation with where transgender studies is today. Editors Susan Stryker and Dylan McCarthy Blackston provide a foreword, an introduction, and a short abstract of each article that, taken together, document key texts and interdisciplinary connections foundational to the evolution of transgender studies over the past 30 years.
A handy overview for scholars, activists, and all those new to the field, this volume is also ideally suited for use as a textbook in undergraduate or graduate courses in gender studies.
Marriage and Baby Blues : Redefining Gender Equity in the Academy
Autor/in:
Mason, Mary Ann; Goulden, Marc
Quelle: The ANNALS of the American Academy of Political and Social Science, 596 (2016) 1, S 86–103
Inhalt: Traditionally, gender equity in the academy is evaluated in terms of women’s professional success as compared to men’s. This study examines gender equity not only in terms of professional outcomes but also in terms of familial outcomes, such as childbirth, marriage, and divorce. Using data from the Survey of Doctorate Recipients as well as data from a 2002 to 2003 survey of the work and family issues facing ladder-rank faculty in the nine campuses of the University of California system, the authors followed more than thirty thousand Ph.D.s in all disciplines across their life course and surveyed more than eighty-five hundred active University of California faculty. Results indicate that gender equity in terms of familial gains is as elusive as gender equity in terms of professional employment, raising the fundamental issue of what gender equity means in a university setting or in any fast-track employment setting.
Listening to Nonbinary Chemistry Students: : Nonacademic Roadblocks to Success
Autor/in:
Chan, Bec; Stewart, Jaclyn J.
Quelle: Journal of Chemical Education, 99 (2022) 1, S 409–416
Inhalt: We conducted semistructured interviews to investigate the experience of two nonbinary students in an undergraduate chemistry program. Students described experiences with struggling with identity, hiding identity as a form of defense, discrimination by peers based on perceived gender, perceptions of unsympathetic instructors, and mental health struggles. They also identified the following factors that helped them succeed in their education: desire to learn, connecting with peers, and active support from mentors. Based on these findings, we recommend that instructors engage with topics outside of traditional course content, facilitate peer collaboration, acknowledge that there could be trans, nonbinary, and Two Spirit individuals in the classroom, and recognize that not all students are the same. Chemistry educators who implement these strategies will create a more respectful learning environment for trans, nonbinary, and Two Spirit students.

(Autorenreferat)
Inhalt: "Educational attainment levels in the EU have tended to increase almost continuously over the last decades as a growing proportion of young people have gone on from compulsory schooling to upper secondary programmes and from there to tertiary education. This is especially true for women. Whereas the number of women of working age who had completed tertiary education used to be significantly smaller than the number of men, it is now only marginally less. At present, more women than men in younger age groups have university degrees or the equivalent and fewer have no qualifications beyond basic schooling in all but a few countries. In the EU-25 as a whole, 30% of women aged 30-34 had tertiary level qualifications in 2005 as opposed to 27% of men, whereas among those aged 50-54, the share of women with this level of qualifications was some 3 percentage points smaller than for men - 19% and 22%." Quelle: Kritische Übergänge: Statuspassagen und sozialpolitische Institutionalisierung. Johann Behrens (Hrsg.), Wolfgang Voges (Hrsg.).

(ICD)
Handlingsrom for kjønnsbalanse og mangfold : Hva preger arbeidet for kjønnsbalanse og mangfold blant høyere utdannings og forskningsinstitusjoner?
Autor/in:
Egeland, Cathrine; Drange, Ida
Quelle: Oslo Metropolitan University; (Arbeitsforskninngsinstituttets Rapportserie, 2022:11)2022.
Inhalt: Summary
What characterizes the work with gender balance and diversity at higher education and research institutions in Norway? In this study, we have looked at how it takes place at five different institutions.
We find that:
• The equality and diversity advisers experience that working with the Activity and reporting obligation adds systematicity, visibility and learning to the work for gender balance and diversity.
• When the work with the Activity duty and the duty to issue a statement (Aktivitets- ogredegjørelsesplikten) is linked to other processes in the organisation, this is further experienced as a contribution to both cultural change and a strengthening of the organization as such.
• All the case institutions in the study have drawn up action plans for gender balance and diversity. The measures that mentioned across the action plans are mapping and analysis of the state in terms of gender balance and diversity, focus on the use of terms and formulations in job advertisements, representation of both sexes on boards and management, qualification grants or opt-out schemes for promotion, mentoring programmes, search committees and competence development both among employees and managers when it comes to discrimination and harassment/bullying.
• The knowledge base for the work for gender balance and diversity is mainly research, in some cases research carried out at the institution's own institution in connection with the BALANSE-programme, and otherwise courses and skills development with the help of external actors and through collaboration with them.
• Leaders we interviewed at the case institutions are involved in the work for gender balance and diversity and have knowledge of the subject themselves.
• Visibility or creating attention about the work is an important element in spreading knowledge about the situation around gender balance and diversity at the institutions. Gaining "momentum" in the work contributes both to the visibility of the work because it creates attention around the topic of gender equality or diversity, and to organizational learning by spreading knowledge about gender balance and diversity.
• Important challenges for the future work for gender balance and diversity among the academic staff in the sector are perceived to be:
o Internationalization
o Temporary work contracts and the attractiveness of the sector
o A new form of gender imbalance in that several disciplinary areas are gradually being dominated by women
Should governments in Europe be more aggressive in pushing for gender equality to
raise fertility? : the first "YES"
Autor/in:
Toulemon, Laurent
Quelle: Demographic Research, Vol. 24 (2011) , S. 179-200
Inhalt: "Together with three colleagues, the author has been asked by the MPIDR to debate
the following question: 'Should governments in Europe be more aggressive in pushing
for gender equality to raise fertility?' Setting aside the 'lighthearted' side of
this 'Rostocker Debate', (12 minutes for each speech, one minute for each comment),
the author saws this as a good opportunity to think about the stakes behind the question.
In order to address this complex issue, it is necessary to think about the many 'preliminary
questions' that we have to ponder before responding: Why should fertility be raised?
Are political measures legitimate? Are they efficient? On what basis are we qualified
to give 'expert' opinions on such a topic? When the question comes to the fore, we
as scholars are sometimes asked to provide an answer. It would, of course, be more
comfortable not to answer, but our interlocutors (politicians, journalists, teachers,
and also funding agencies) often want a definite response one way or the other. Even
though our position may be a matter of politics as well as a matter of science, we
must give an answer. The empirical evidence shows that European countries where gender
inequality is lower are also the countries where fertility is the highest. This is
the evidence-based response that we can give to that question. European countries
need to find a new equilibrium after the end of the baby boom period, when gender
equality was very low. In all countries, the empowerment of women is underway, thanks
to the economic independence given by work-related income. Increasing gender equality
is an efficient way to reduce the opportunity costs of having and raising children,
and thus to increase fertility. Finally, 'pushing for gender equality' may have many
positive effects other than raising fertility, and has few negative side effects.
Gender equality is thus a convenient political aim per se; an institutional goal which
leaves many political questions open. So, yes, we agree that governments in Europe
should be more aggressive in pushing for gender equality to raise fertility!" (author's

Becoming women: awareness of migration and double loyalty
Autor/in:
Gigliotti, Miriam; Odasso, Laura
Quelle: Zeitschrift für Qualitative Forschung, 15 (2014) 1-2, S 131-146
Inhalt: "Based on two case studies of adolescent daughters of migrant and mixed families in Bavaria (Germany) and in Veneto (Italy), the paper aims to study how the daughters solve the conflicting interactions between the contents of the transmission and of the socialization. Focused mostly on gendered interactions and on a sense of belonging, the reflection investigates if and how structural elements (e.g.: family configuration, national context and migration trajectories of parents) impact on continuity and discontinuity in passing on values and other sets of information. The observation of 'status passages' and 'socio-ecological transitions' in and between private and public spheres thanks to the analysis of life histories are suitable to grasp the specific effects of handing down and its interaction with the socialization over generations. This approach entails the articulation of 'time' (namely the interplay between past and present) and 'space' (namely the private and public spheres) allowing retracing the outline of the 'generational work' that each family performs consciously and unconsciously. In different geographical and socio-cultural contexts as well as in different family patterns, parenting and adolescent dynamics reveal common features. By pointing out the restructuration that adolescence imposes in life courses, we show that it is the meaning given to the parental experience of migration that entails specific form of 'loyalty' due to emotional and juridical (de)nationalized belonging, as well as to previous experiences of socialization and discrimination. The originality of the reflection is connected to the patterns of the families compared. The authors widen the concept of migration classically employed in academia introducing the innovative concept of 'migration of contact'." (author's abstract)

Inhalt: The students are the reasons for the establishment of learning institutions which are the key factors to quality education. At present, the mission of the RTU-GS is to produce world-class professionals and leaders to meet the multifarious expectations and needs of society. Since 1977 up to presents, no one has ever conducted a research on graduate students' assessment of the Graduate School and its student services. It is in this end that the researchers brought about an exit interview to Graduate School graduating students. This study used the causal comparative design and had 80 respondents representing the RTU graduating students' population for school year 2012-2013. The respondents were described as to gender, age, GS course and number of year of degree completion. From the salient findings of the study, the researchers concluded that the GS graduating students are very satisfied with the personal impact of education, the development of their professional skill, and the personnel and various offices. The GS students suggest the fixed format on thesis writing, special lanes or windows for business transaction and the maintenance of good interpersonal relationship between school personnel and students. The overall rating of the GS students of the education is very satisfactory. Finally, there are significant differences in the assessment of GS students by personnel and offices.
Social inequalities in Europe: facing the challenge

Inhalt: This discussion paper describes the extent of social inequalities both within and between the countries of the European Union. In the first three chapters we address the micro level of individual life courses: education, employment and income. The following chapters analyse the societal consequences of inequalities. Chapter 4 looks at the unequal distribution of financial resources, while chapter 5 addresses the social and political outcomes of financial inequalities. In sum, there is mounting scientific evidence that various forms of educational, employment and financial inequalities increase over time. Moreover, societal exclusion is likely to lead to forms of political exclusion that is, a depoliticisation of socially excluded groups or to various forms of political extremism. This is an alarming sign for the future of European democracies and is in glaring contradiction to the democratic political values of equality enshrined in the Treaties.

Transition from Cohabitation to Marriage: the Role of Marital Attitudes in Seven Western and Eastern European Countries
Autor/in:

Quelle: Comparative Population Studies - Zeitschrift für Bevölkerungswissenschaft, 43 (2018) , S 3-29
Inhalt: Using longitudinal panel data from the Generations and Gender Surveys on 2,847 cohabiters from seven countries, we examine the role of marital attitudes in the transition from cohabitation to marriage and compare the strength of this association between Western and Eastern Europe. We expect a positive attitude towards marriage to increase the likelihood of cohabiters marrying. We also expect the association between personal attitudes and marriage formation to be weaker among cohabiters from Eastern Europe, due to stronger normative pressure to marry in contexts where cohabitation is less prevalent. In both Eastern and Western European countries, we find a clear positive association between favourable views on marriage among cohabiters and their entry into marriage. Contrary to our expectations, we find evidence that this association is weaker in Western Europe. We discuss this finding in light of the greater postponement of marriage among Western European cohabiters, even among those with a positive attitude towards marriage, as well as the potentially greater significance of life course events and transitions that influence their decision to marry more strongly than is the case for their Eastern European counterparts. This study extends the literature on the relationship trajectories of cohabiters by drawing attention to the normative context that may shape cohabiters’ opportunities and constrain behavioural choice in the marriage formation process. Ultimately, it contributes to an understanding of the consequences of the societal diffusion of cohabitation in Europe.

Inhalt: The 1999 publication of "Handbuch erziehungswissenschaftliche Biographieforschung" ["Handbook of Biographical Research in the Science of Education"] by the editors KRÜGER and MAROTZKI replaces the 1995 version, "Erziehungswissenschaftliche Biographieforschung" ["Biographical Research in the Science of Education"] by the same editors. This latest edition offers an up-to-date and in-depth overview on the state of research about the status and perspectives of Biographical Studies in the Science of Education. To this end, the basic theoretical topics, some methodological questions as well as a variety of approaches in the fields of Pedagogy of life's phases are compiled and supplemented by an overview of the possibilities as well as the perspectives of biographical research in eight different sub-disciplines of the Science of Education. I will present an overview and thumbnail sketch of the content and, in conclusion, I will formulate some user requirements for a possible follow up volume as well. These include a more user-friendly index, a clarifying explanation on the indistinct borderline between educational scientific and sociological biographical research, and, respectively, independent chapters on the history of this course of research. In addition, I will discuss the state of autobiographical studies within biographical research in the science of education as well as its (de) constructivistic dimensions and contribution to gender discourse.

The outer circle : women in the scientific community
Herausgeber/in:
Zuckerman, Harriet; Cole, Jonathan R.; Bruer, John T.
Quelle: New York: Norton, 1991. 351 S.
Inhalt: "Science, historically, has been a man's field. With few exceptions, well-educated, eminently capable women scientists have traditionally been relegated to less influential positions, working as laboratory assistants or assistant professors while their male counterparts receive tenure, recognition, and salary increases. What are the reasons for this continuing exclusion of women from science's 'inner circle'? 'The Outer Circle: Women in the Scientific Community' is a groundbreaking sociological study of the place of women in the largely male-dominated world of modern-day science. It explores the subtle alienation of women scientists - and its profound effect on their work. Though the number of women in science has virtually tripled in recent years, women scientists remain an unrewarded minority, and their contributions still lag far behind." (author's abstract).

(Autorenreferat)
Inhalt: "Many women in Germany are happy about their working lives. For women there is, however, a downside to the striving for success and recognition at work. In a British-German paper, Head, Stansfeld and Siegrist (2004) show that women in senior management are more likely to develop an alcohol problem than are women in more junior positions. This may be explained by the frequent absence of social and career support which forces women to fight single-handedly, the negative consequences of which can intensify in the course of time. On account of women's biological and physiological constitution, alcohol consumption may lead rapidly to physical and psychological malfunction." (author's abstract)

Science experiences among female athletes : race makes a difference
Autor/in:
Hanson, Sandra L.; Kraus, Rebecca S.
Quelle: Journal of women and minorities in science and engineering, Vol. 9 (2003) No. 3-4, S. 287-323
Inhalt: "Sport participation is increasingly seen as a resource with considerable physical, social, and academic benefits. As a new millennium begins with girls more visible in sport, an important question is whether all girls reap these benefits. Although general academic benefits of sport have been shown, the authors' earlier work showed that experience in the male sport domain benefits young women in the elite (often male) science curriculum. Competition, self-esteem, and other individual resources gained through sport are potential sources of success in the similarly competitive male realm of science. In this research, the authors used critical feminist theory to guide their examination of racial and ethnic variations in the relation between sport participation and science experiences for young women. Data from the nationally representative National Education Longitudinal Study were used to explore the impact of sport participation in the 8th and 10th grades on 10th grade science achievement (measured by science grades and standardized test scores) and course taking for African American, Hispanic, and White women. The findings revealed that sport participation has some positive consequences for the science experiences of each of the groups of women. It also has some negative consequences, although the positive consequences outnumber the negative consequences for Hispanic and White, but not African American, women. Sport in 10th grade, especially competitive varsity sport, is most likely to have positive consequences. The findings revealed that each of the groups experiences different routes to success in science, and sport participation is present at some level in each of these routes. A consideration of multiple areas of science experience is important for understanding the connections between race and ethnicity, sport, and science for young women. Unique sociocultural contexts are used to attempt to understand these findings, and implications are discussed." (author's abstract)

Female Journalists’ Experience of Online Harassment: A Case Study of Nepal
Autor/in:
Koirala, Samiksha
Quelle: Media and Communication, 8 (2020) 1, S 47-56
Inhalt: This study examines the experiences of female journalists in Nepal in the context of rapidly growing expansion of broadband Internet. By examining the findings of the qualitative in-depth interview of 48 female journalists, it argues that online platforms are threatening press freedom in Nepal, mainly by silencing female journalists. The study also indicates that the problem is particularly severe in such a patriarchal society as a significant number of incidents of abuse go unreported, largely due to a culture of shame as well as ineffective legislation. Over the course of this article, I have attempted to show how social issues raised by second-wave feminism and online feminism are similar. The findings show that some of the female journalists experiencing harassment tolerate it by being ‘strong like a man,’ while many of them avoid social media platforms such as Twitter and Facebook to keep free of such abuse. The study also suggests that individual efforts to tackle the vicious issue of misogyny might not be enough and collective effort from legislation, media organisations, and feminists is required to address the issue.

Bildungsverlauf, Situation und Lebensplanung von Doktorandinnen : ein Forschungsbericht

Quelle: Frauen im Wissenschaftsbetrieb: Dokumentation und Untersuchung der Situation von Studentinnen und Dozentinnen in Nordrhein-Westfalen. Teil 1-3. Ulla Bock, Anne Braszeit, Christiane Schmerl.
Titelübersetzung:Courses of academic studies and job histories of women in natural sciences and technology - female chemists and computer scientists : work report of the research project
(NG)

Knodt, Michèle; Willems, Ulrich; Kotzian, Peter
Quelle: PVS-Literatur : Politische Vierteljahresschrift, Jg. 45 (2004) H. 1, S. 109-115

Titelübersetzung:Egalitarian role division : experiences and developments over the course of time
Autor/in:

(ICF2)

Verschenkte Potenziale? : Lebensverläufe nicht erwerbstätiger Frauen
Titelübersetzung:Lost potential? : life courses of economically non-active women
Autor/in:
Allmendinger, Jutta

Anti-discrimination policies in higher education institutions : an interdisciplinary scoping review
Autor/in:
Mour, Chloé
Quelle: Laboratoire interdisciplinaire d’évaluation des politiques publiques; (LIEPP Working Paper, 132), 2022.
Inhalt: Objective
Over the last decades, academic institutions have increasingly introduced initiatives aimed at reducing a wide range of discriminations (based on characteristics such as gender, race, class, disability, religion, sexual orientation, and so on) hindering studies or career advancement. However, little is known about their intended effects. This interdisciplinary scoping review seeks to map the literature on the evaluation of policies tackling discriminations in higher education institutions (HEIs). The review includes research evidence assessing implemented policies across every geographical location and across time.
Methods
Academic and non-academic databases (WorldCat, ProQuest, Cairn, GenPORT) and journals were searched, in French and in English, for studies conducting ex-post evaluation of anti-discrimination policies in higher education organizations between September and November 2021. Data collection, extraction and presentation followed the JBI's methodology for scoping review (Peters et al. 2017, 2020).
Results
Out of the 13111 sources reviewed, 18 literature reviews and 98 articles were selected for this review. The primary observation from the literature search is the paucity of evidence on a vast and heterogeneous ensemble of policy interventions whose implementation is on the rise. The evidence found in this scoping review is predominantly Western and primarily produced within the US. Studies tend to adopt small-scale approaches: they evaluate a single type of policy or intervention (e.g. a training course or a leadership programme) often implemented in one higher education institution or one department, and geared towards a single population category (students, academics, or non-academic staff). An exception to this are evaluations assessing gender equality policies as a whole and across institutions, the third category of policies most found in this review, after sexual violence education programs and mentoring. Findings highlight the implementation of a broad range of initiatives in HEIs. Overall, they mainly target research careers development and tackle gender issues (gender accounts for half of the evidence), both at the individual (e.g. mentoring, networking) and organizational level (e.g. quotas, work-life balance policies). Moreover, the results of this study reveal large variations in the evaluations methods, with multiple outcomes measures and theoretical frameworks, focusing predominantly on short-term effects at the individual level (beneficiaries). Conclusion. The evidence found is relatively limited but the results indicate that this literature is expanding and geographically diversifying. Increasing attention is paid to evaluating what is now commonly referred to as “equality, diversity and inclusion policies” in higher education institutions (Moody & Aldercotte 2019). There is a strong need for further evaluations on interventions addressing grounds of discrimination other than gender and the problem of sexual violence. Moreover, the lack of intersectional approaches in both the interventions and the evaluations conducted is a major gap that should be addressed by policy-makers and researchers to better understand the linkages between the issues at stake and to implement sustainable change. Another notable absence in the literature concerns non- academic staff. This review is also far from presenting the full extent of existing initiatives. Further research on other policies (e.g. gender mainstreaming actions, disability policies), with a peculiar attention to the disciplinary field context, is needed. Furthermore, assessing policies’ long-term impact, and particularly their effects on structural and cultural change, remains a key challenge and priority in this research field. The challenges of exploring this heterogeneous research are raised in this scoping review. The author recommends further investigation of grey literature (in particular institutional internal evaluation reports) and additional literature searches in other languages and with other search terms defining policies and discriminations, which may vary across national and institutional contexts.
Closing the Gender Pay Gap in Medicine : A Roadmap for Healthcare Organizations and the Women Physicians Who Work for Them
Herausgeber/in:
Gottlieb, Amy S.
Quelle: Cham, Switzerland: Springer, 2020. 93 S
Inhalt: Women now represent over half of medical school matriculants, almost half of residents and fellows, and over a third of practicing physicians nationally. Despite considerable representation among the physician workforce, women are paid 75 cents on the dollar compared with their male counterparts after accounting for specialty, geography, time in practice, and average hours per week worked. This pay gap is significantly greater than the one reported for US women workers as a whole and has shown little improvement over time. While much has been written about the problem, a robust discussion about how to rectify the situation has been missing from the conversation.
Closing the Gender Pay Gap in Medicine is the first comprehensive assessment of how cultural expectations and compensation methodologies in medicine work together to perpetuate salary disparities between men and women physicians. Since the gender gap reflects a convergence of forces within our healthcare enterprises, achieving pay equity can be an overwhelming undertaking for institutions and their leaders. However, compensation is foremost a business endeavor. Therefore, a roadmap for operationalizing equity within the finance, human resources, and compliance structures of our organizations is critical to eliminating disparities. The roadmap described in this book breaks down the component parts of compensation methodology to reveal their unintentional impact on salary equity and lays out processes and procedures that support new approaches to generate fair and equitable outcomes. Additionally, the roadmap is anchored in change management principles that address institutional culture and provide momentum toward salary equity.
The book begins with a review of the evidence on the gender pay gap in medicine. The following chapter discusses how gender-based differences in performance assessments, specialty choice, domestic responsibilities, negotiation, professional resources, sponsorship, and clinical productivity accumulate across women’s careers in medicine and impact evaluation, promotion, and therefore compensation in the healthcare workplace. The next two chapters focus, respectively, on how compensation is determined - highlighting potential pitfalls for pay equity - and regulatory and legal considerations. Chapters 5 and 6 explore organizational infrastructure, salary data collection and analysis, and culture change strategies necessary to rectify compensation inequities. Chapter 7 offers a detailed account of one medical institution’s successful journey to achieve salary equity. The book’s final chapter emphasizes that closing the gender pay gap is at its essence a business endeavor and recommends that organizations assess progress and cost with the same attention, rigor, and regularity as afforded other operating expenses.
Closing the Gender Pay Gap in Medicine offers a detailed roadmap for healthcare organizations seeking to close the gender pay gap among their physician workforce. This first-of-its-kind book will assist institutions plan courses of action and identify potential pitfalls so they can be understood and mitigated. It will also prove a valuable resource for transformational leadership and systems-based change critical to attaining compensation equity.

Violence and harassment in the world of work: A guide on Convention No. 190 and Recommendation No. 206
Herausgeber/in:
International Labour Organization
Quelle: International Labour Organization; Geneva, 2021.
Inhalt: Adopted on 21 June 2019, the Violence and Harassment Convention (No. 190) and Recommendation (No. 206), 2019, are the most recent additions to the realm of international labour law. With their adoption, the right of everyone to a world of work free from violence and harassment has been clearly spelled out in international law, along with States’ obligation to respect, promote and realize this right. These instruments represent a piece of paramount importance towards the achievement of the 2030 Agenda for Sustainable Development, particularly Sustainable Development Goals 5 (gender equality) and 8 (decent work and economic growth).
Convention No. 190 brings together equality and non-discrimination with safety and health at work
in one instrument, and places human dignity and respect at its core. The Convention recognizes that
violence and harassment can constitute a human rights violation or abuse, and provides, for the first
time, a single composite concept of violence and harassment (Art. 1) 5. The Convention requires
Member States to adopt an inclusive, integrated and gender-responsive approach to prevent and
address such behaviours in the world of work (Art. 4(2)). This approach envisages action on prevention,
protection, enforcement, remedies, guidance, training and awareness raising (Arts 4, 7–11), and takes into
account third parties as both victims and perpetrators. In adopting this approach, Convention No. 190
requires States to recognize the different and complementary roles and functions of governments,
employers and workers, and their respective organizations, taking into account the varying nature
and extent of their respective responsibilities (Arts 4(3) and 9).
The Convention has a broad personal scope of protection (Article 2) and seeks to address violence
and harassment that occurs “in the course of, linked with or arising out of work”, both in the
formal and informal economy, and whether in the private or public sector (Article 3). The Convention
has a strong focus on inclusivity (Arts 2 and 6) as well as accessibility (Arts 4(2), 9(d), 11(b)), and
acknowledges that some groups and workers in certain sectors, occupations and work arrangements are
especially vulnerable to violence and harassment (Arts 6 and 8). It embeds a strong gender-responsive
perspective with a view to tackling root causes of discriminatory forms of violence and harassment.
Convention No. 190 and Recommendation No. 206 reaffirm the ILO’s crucial standard-setting role. They
are tangible evidence of the enduring value and strength of social dialogue among governments,
employers’ representatives and workers’ representatives, and that social dialogue and tripartism
are essential to implementing these standards at the national level.

Inhalt: Aim: The aim of this study was to analyse the health-related quality of life (HRQOL) of primary family caregivers in comparison to the reference values of the average population. Subjects and methods: Data collection took place in the Werra-Meißner district in 2009 with a response rate of 102 primary family caregivers of frail elderly people. The health-related quality of life was measured with the Short Form 36 health survey (SF 36) and compared with the German reference values. Results: Compared to the health values of the normative sample, primary caregivers show significantly lower rates in all dimensions of health-related quality of life. In particular, caregivers between the ages of 53 to 61 report extremely low health values. Caregiving women compared to non-caregiving women have highly significant differences in all subscales of the SF 36. Caregiving men also report highly significant differences to non-caregiving men in all dimensions of the SF 36 except for Physical Functioning and General Health (p < 0.01). Caregivers in general and especially caregiving women aged 53 to 61 (midlife) were identified as at-risk groups for poor health. The latter report lower vitality and well-being, which may be a consequence of both social isolation and social impacts from multiple role demands. Conclusion: The identified high-risk groups of family caregivers, caregivers in midlife and especially caregiving women in midlife, should be supported by social measures, e.g., training courses for family caregivers, particularly in their home setting, and various types of respite care in order to sustain their health.

Inhalt: "Despite educational expansion and institutional differentiation, Germany shows rather high levels of social selectivity. Although new institutional pathways into higher education have emerged in the course of educational expansion, it is unclear whether this has contributed to an inclusion of more students from less privileged families. In the light of these changing opportunities this paper deals with the question of how social inequality in access to higher levels of education has developed over the last few decades. These developments are discussed from both a theoretical and a methodological perspective. Using a combination of two large-scale datasets, we present a novel approach to this issue. Our findings suggest different developments of inequality depending on the different transitions from primary to secondary education. While social selectivity in access to upper secondary education has declined, differences in the transition from upper secondary to tertiary education have increased. In sum, both developments counterbalance each other. The results also indicate that it is a methodological question whether one finds increasing or decreasing inequality: Our absolute measure of social inequality indicates persistent inequality, whereas our relative measure indicates decreasing inequality." Inhalt: "In Germany, girls achieve better average results in their final school examinations and are more successful than boys in their college and university courses. It appears, however, that girls and young women are unable to take full advantage of their superior educational credentials when entering the job market. Women are faced with a narrower field of career choices and they tend to select occupations with lower salaries and fewer opportunities for career advancement. At the transitional point between college or university and work, job entry mentoring is often used to help people get jobs, but it is rarely used to support the transitions involving occupational training. This article presents the latter type by the example of the 'occupational education' branch of the 'Ada-Lovelace-Project', professional mentoring designed to encourage girls to choose a job in a scientific, technical or IT-related field. Special features, prospects and limitations of this form of mentoring will be described, and accounts of two studies currently in progress will be given." (author's abstract)

acatech und TU9 geben u.a. folgende Empfehlungen:

Autor/in:
Kahle, Renate
Anti-discrimination policies in higher education institutions : An interdisciplinary scoping review
Autor/in:
Mour, Chloé
Quelle: Laboratoire interdisciplinaire d’évaluation des politiques publiques; (LIEPP Working Paper, 132 | hal-03625791), 2022.
Conclusion

Inhalt: The General Approach of the Project The STAGES project was designed on the basis of three general approaches, which informed the way the Action Plans were built and the kind of measures which were included.
The first approach involves integrating different strategies comprehensively aimed at inducing structural change processes, i.e.:
- making research institutions an enabling environment for women’s progress and working lives (including support to work-life balance and early-career phases);
- promoting the sex and gender dimensions in the image of science, in science education and in the very process of research and innovation;
- promoting women in different kinds of scientific leadership positions.
The second approach concerns negotiating with internal stakeholders, each time addressing the most relevant (different leaderships, administrative staff, researchers, students, the public at large). The actions considered were aimed at negotiating change at four levels:
- the interpretive level (i.e., raising awareness of gender arrangements within the organisation and of the relevance of the issue, so as to negotiate a common understanding of the problems to be addressed);
- the symbolic level (i.e., redressing the masculine symbolism of science, so as to support women scientists’ visibility and remove stereotyped images of women scientists and science itself);
- the institutional level (i.e., negotiating change in the “rules of the game”, so as to modify the overt or hidden structures of women’s discrimination);
- the operational level (i.e., negotiating to translate good will, declarations or decisions into actual actions in a reasonable time).
The third approach focuses on the dynamics of change and it entails the design of inclusive implementation teams and the identification of actual or potential “transformational players” within and outside the organisation to act as catalysts for change. From this perspective, the teams would engage a growing number of relevant stakeholders and to build alliances with other active groups so to take advantage of their supportive attitudes.
Features and targets of the Guidelines
Guidelines for implementation
After more than fifteen years since the first European Commission’s policy efforts on the gender-and-science issue (not to speak of North American experiences), many guidelines, recommendations and policy documents now exist about how to promote gender equality in scientific institutions, addressing different aspects of the problem and targeting policy-makers at different levels. These tools (see for instance: European Commission, 2012; genSET, 2010; National Academy of Science, 2006; LERU, 2012; PRAGES, 2009; Royal Society of Edinburgh, 2012), which include the contributions of European and international experts and scholars, present principles and lines of action that can potentially be applied in any organisational context and represent the indispensable knowledge base and starting point for any effort oriented to gender equality in scientific institutions.
At the same time, a growing body of empirical knowledge is being accumulated deriving from the direct practice of programmes which, like STAGES, have been launched in many universities and research institutes across Europe (see for instance: Genova, De Micheli, Zucco, Grasso and Magri, 2014).
The STAGES Guidelines aim to contribute to this process of deriving new insights about the actual implementation process of gender equality-oriented projects in scientific institutions. For this reason this document does not have the ambition of presenting a new original set of principles and recommendations on the necessary components of a gender equality programme, but focuses on the know-how which was gained in the implementation of the STAGES Action Plans. Therefore, the focus is on implementation strategies, through the presentation of the different solutions envisaged by the partners to achieve their objectives.
As a consequence, the Guidelines presented here, practice-based as they are, can be somewhat unsystematic, in that they only contain elements which emerged from the implementation of the five Action Plans, with no claim to be exhaustive. On the other hand, they have the advantage of looking in depth at implementation issues based on experience in five different organisational settings, so that the reader is more likely to find resonance with the situation at her/his institution with its particular implementation challenges and dynamics.
A specific target The STAGES Guidelines are aimed at people working in a scientific organisation who, be it in the framework of a funded project or independently, are willing to launch a programme for gender equality.
They can be leaders at different levels of the organisation or they can just be part of it. As it clearly emerges from the STAGES experience, they will have to build in any case a strong set of alliances, both with leaders and with researchers and staff, before starting to design and implement the programme, as no top-down or bottom-up effort alone is sufficient to trigger the complex change process which is needed to make a significant impact.
This does not mean of course that these Guidelines are not relevant to decision-makers outside universities and research institutions. They can in fact be inspirational for policies both at national and at European level.

Inhalt: From July to October of 2022, the MPG PostdocNet conducted their most extensive survey of postdocs at the Max Planck Society to date. We surveyed over 650 postdocs from more than 50 Max Planck Institutes throughout Germany and abroad, gaining information regarding a variety of topics in their work and personal lives.
What were the goals of the 2022 survey?
In 2019, the first PostdocNet Survey was constructed and performed, mainly focusing on the MPG postdoc demographics and working conditions. This survey was a very valuable resource for the PostdocNet Steering Group, allowing them to successfully advocate for changes in contract situations for many postdocs over the last years.
The goal of the 2022 survey was to understand the professional and personal life of a postdoc at the Max Planck Society and in Germany. We asked over 120 questions in this survey from five main categories: demographics, working conditions, career development, personal and professional well-being, and the effect of the COVID-19 pandemic. Overall, there were several main questions that we wanted to address:
What are the demographics of the MPG postdocs? How are they characterized in terms of demographic information and academic trajectories?
How many postdocs are on contracts, fellowships, and stipends? Are postdocs well-informed about their employment situation?
What are the career aspirations of MPG postdocs and do they receive adequate opportunities to prepare for career steps following the postdoctoral phase?
What is the state of personal and professional well-being of the MPG postdocs? How satisfied are they with the different aspects of their lives and should we be concerned about their mental health? What burdens them in their private life and at work?
How did COVID-19 affect the MPG postdocs? How have their careers been affected and are they well-supported by their mentors, institutes, and the MPG as a whole?
We work with the HR Development and Opportunities Department of the MPG to review these findings and find clear, actionable ways to make the lives of postdocs better and more equitable.
How do you define a “postdoc?”
For the purposes of this survey, an MPG postdoc is defined as any person who has been awarded a doctoral degree and is currently undertaking scientific research within the MPG by means of a time-limited contractual relationship from either internal or external funding. For the purposes of the PostdocNet, we also require that these researchers have not yet established a significant level of independence.
How should you read the report?
The first section begins with recommendations of actions that the MPG and German Academia as a whole should take to improve the working conditions and lives of the postdoctoral community. At the beginning of each of the five main sections of the report (demographics, working conditions, career development, personal and professional well-being, and the effect of the COVID-19 pandemic), we present five key findings that the PostdocNet felt were important to highlight. Throughout the text, we also highlight findings that are different from other surveys, such as the recent survey completed by the Leibniz PostDoc Association.
As well, we note that the MPG is a single academic organization within Germany and academia. These statistics are solely from MPG postdocs, which may or may not align with other experiences in academic institutions inside or outside of Germany.
How should you not read the report?
We would like to emphasize that the key findings in each section are meant as a guide to the data. Context is always crucially important. We implore the readers to not just take these findings at face value, and we strongly advise reading the report to understand where the data came from and how to contextualize it.
Lastly, the views and opinions expressed in this report are those of the authors and the MPG PostdocNet. They do not necessarily reflect the views and positions of the Max Planck Society or any of the Max Planck Institutes.
What are some key findings in the report?
While there are many key findings and recommendations in this survey, we highlight some of the most important points:
The Max Planck Society postdocs are incredibly diverse, particularly when it comes to nationality and gender (47% women, 49% men, 0.4% other gender identities). Approximately 75% of MPG postdocs come from outside of Germany, with 50% of MPG postdocs coming from outside of the EU/EEA.
What this means: The MPG postdocs come from all over the world, and the internationality of the MPG is an asset for making an extremely unique workplace and fostering collaborations around the world. However, many postdocs will require assistance with the German language, as many come from non-German speaking countries. Many documents at the MPG are already in both German and English, but not every institute can offer international offices to assist with the immigration process and other bureaucratic processes which can be a stressful time for many postdocs. As well, all postdocs generally are well socially connected, but gaining new friends and being away from family can be difficult, too.
In terms of the Wissenschaftszeitvertragsgesetz (WissZeitVG), 10% of postdocs have been a postdoc for over 5 years and 25% of postdocs have been postdocs at the MPG for 3 years or more, which gives an indication how many postdocs would be impacted by further limiting the postdoc phase which had been recently proposed. We also find that most postdocs aspire to work in academia as a group leader or staff scientist (76%), but many still would like to work in either industry (60%) or the public sector (51%).
What this means: Many postdocs want to continue working in academia, irrespective of the limited number of permanent positions for academic staff. The MPG has several career development programs such as the Planck Academy which offers courses and training for academic and non-academic jobs. As well, the Postdoc Guidelines give a framework for career development and mentoring at a more individual level. However, we find that a lack of knowledge about the Planck Academy’s courses and a lack of accountability on an institutional level to the Postdoc Guidelines mean that people are not getting access to the career development opportunities that exist.
We find that most postdocs report to be at least moderately happy (83%) and say that they live meaningful and purposeful lives (80%). However, about 55% of postdocs report at least mild depressive symptoms and 48% have at least mild anxiety. More than 1 in 5 postdocs show signs of moderate to severe clinical depression, which is almost three times higher than the general German population of the same age.
What this means: This may seem contradictory at face value, but postdocs are genuinely passionate about their work and love what they do. At the same time, they struggle with the precarious conditions that come along with an academic career. Many postdocs recommend doing a postdoc at the MPG or their institute, but many struggle with the stress of work, especially if they also have caring responsibilities. The MPG does have programs such as EMAP to get MPG employees and their families access to counseling in either German or English. While we do not know how many postdocs know about this program (in future surveys we will ask this), we strongly advise better advertising of the EMAP. COVID-19 restrictions could have also influenced this data (questions were asked between July-October 2022), but overall, this data is consistent with other studies of postdoctoral/PhD mental well-being prior to COVID-19.
Approximately 27% of all postdocs are parents, and almost 40% of German postdocs are parents. We observe that female postdocs with caring responsibilities stand out from other subgroup analyses. We find that mothers are most unhappy, depressed, anxious, stressed by care work and their work as postdocs. They report more personal conflicts (e.g., with their partner) and are most socially isolated.
What this means: It is well-known that postdocs delay starting a family due to their career aspirations, and when postdocs move across the world for their careers (e.g. in this survey 40% of German postdocs are parents whereas only 18% of Asian postdocs are parents). The MPG offers programs such as the pme Familienservice for childcare and other types of family support, in addition to measures at the institute's level. But crises such as the COVID-19 pandemic revealed that proper measures both from the governmental and institutional levels must be allocated to ensure equal opportunities for scientists who provide care work (e.g. by flexible work schedules, contract extensions, and additional funding). As well, paternal and maternal leave are guaranteed for MPG contract holders, but fellowship and stipend holders may not have these benefits. The COVID-19 pandemic may also have played a factor in these results, as increased caring responsibilities and less time for work could contribute to this stress. Overall, this is a very complex issue with many different factors at play and we will try to disentangle this in future surveys.
A substantial number of postdocs have experienced at least one form of antisocial behavior at work (e.g., bullying, discrimination or harassment) with major consequences for their mental well-being. They report that nationality, gender identity, parenthood, and ethnicity are the most frequent reasons for antisocial behavior directed at them.
What this means: In competitive environments such as academia, it is not uncommon, but nevertheless inexcusable, that these antisocial behaviors exist. This survey did not address the harassment/conflict reporting structures at the MPG. The MPG has a robust conflict management program with many different departments and ways to contact.
While we did not acquire data on reporting of antisocial behavior, from

(Autorenreferat)

Hülya's Migration to Germany as Self-Sacrifice Undergone and Suffered in Love for her Parents, and her Later Biographical Individualisation: Biographical Problems and Biographical Work of Marginalisation and Individualisation of a Young Turkish Woman in Germany. Part I

Inhalt: This article is divided in two parts; the second part (consisting of Sections 3, 4 and 5) will be published in the next issue of FQS. After asking what is typical or general in the life history of Hülya as a migrant worker in Germany and what is exceptional or unique (Section 1) the biographical processes of her life history up to the most central episodes of her conventional and estranging pre-arranged marriage and her way out of it through divorce after having stayed in Germany for several years will be delineated (Section 2). Before reaching this turning point Hülya not only undergoes the "common" type trajectory of a migrant worker - the trajectory of being a cultural stranger, of being void of language, of being exploited by hardest sorts of work -, but, in addition, her personal biographical development is retarded by the exceptional, but probably not totally untypical experience of being trapped within a situation of compulsory labour (resembling slave labour). For a long time she also feels obliged to remain in her trajectory position of an isolated migrant worker, since originally she had mainly meant to go to Germany in order to support her poverty stricken family back in Turkey with her earnings. Partly based on the fear that she will get self-alienated and "petrified" like the older women with whom she dwells and works together Hülya accepts a pre-arranged marriage (probably mainly negotiated by her mother) as the only way out of her predicament. But willy-nilly Hülya must learn that she - already embarked on her way to an individualized and emancipated existence - cannot live in such a superimposed arrangement, and therefore she distances herself from her husband through the biographical escape action schemes first of returning to Germany alone and then of pushing ahead her divorce. Hülya's way of rendering her life history (which Section 3 will focus on) is quite straightforward in most parts of her narrative. But it is obvious that she is ashamed to tell about her estranging marriage and her disreputable divorce. Dealing with this emotionally difficult turning point in her life history Hülya tends to report in a quite laconic and evasive way. But in doing so she realizes that her story line would get implausible if she continued narrating like this. Therefore she inserts a number of background constructions and argumentative explanations in her laconic line of narration. Part of the article is focussed on this "disorderly" kind of rendering. Then the 4th part of the article resumes the reconstruction of the biographical processes of Hülya's life up to the "presence" of the interview situation in 1986. Here the focus is on (a) Hülya's medical problems seen as a typical transformation of the migrant worker's trajectory of exploitation and self-alienation and (b) her processes of learning and metamorphosis in reaching the present biographical and social state of a highly individualized and emancipated woman. Part of Hülya's emancipation process is her disguised self-distancing from the ways of feeling and thinking of her late beloved mother and her expectations towards the life course of her daughter Hülya. (This is biographical work hidden even to herself.) The 5th section of the interview deals with Hülya's blend of biographical work and of collective identity work in existing as a "marginal personality" according to the early Chicago Sociologists' understanding of marginality as cultural hybridity. Pursuing this line of analysis the article finally deals with Hülya's use of the communicative scheme of argumentation, which becomes linguistically dominant in the coda part of her main autobiographical account and which remains dominant during the subsequent part of questions and answers.
